The Programme – Climate Change and Environmental Sustainability Programme (CCES) was established to support SPC in strengthening and streamlining its climate change initiatives by consolidating the existing climate change work of SPC under strategic and technical management. In addition, CCES provides leadership in SPC’s climate change and environmental sustainability actions, coordinates and liaises with regional and international partners coherently for the organisation and enhances mainstreaming of the issue within its divisional development work.

The role – Information and Knowledge Management Officer will successfully lead, design and manage the implementation of the NDC’s information and knowledge management processes and systems, ensuring that NDC’s data, information and knowledge management requirements are fully supported and constantly improved, coordinating and providing information and knowledge management support from countries to NDC Hub partners and partaking in SPC team meetings and collaboration work with CCES and the NDC Hub.

The key responsibilities of the role include:

Successfully lead, design and manage implementation of the NDC’s information and knowledge management processes and systems

  • Lead and update the types of files/data/information that will be produced and the needs for management of data/information/knowledge in NDC projects; review and improve the current information and knowledge management processes in the NDC Hub.
  • Establish strong connections and processes with the Pacific Data Hub (PDH).
  • Actively coordinate with PMU and focal points to allow all data provided by the NDC Hub to be put in a regular basis into the PMT.
  • Recommend training programs for use of NDC’s information and knowledge management platform and document training platform
  • Innovate, develop, and manage databases, systems and knowledge management to assist the Hub and CCES Division.

Ensure that NDC’s data, information and knowledge management requirements are fully supported and constantly improved

  • Lead and maintain a central repository for all NDC Hub technical outputs.
  • Feed into the NDC Hub review of policies, gap analysis, implementation roadmaps, investment plans, legal/regulatory frameworks with regard to data, information and knowledge management.
  • Envision and liaise with the Pacific Data Hub team on the creation of new features that would enhance information and knowledge management processes.
  • Regularly update information on Pacific Island Countries’ NDC progress, based on the current infographics developed.
  • Advise and ensure that information and data analysis is readily available for negotiations support and monitoring, evaluation and learning work.

Coordinate and provide information and knowledge management support from countries to NDC hub partners

  • Support the strengthening of national data repositories and information management tools and systems and provide strategic advice and expertise in supporting their collection and management of data, information and knowledge.
  • Perform data collection and analysis when requested by the countries.
  • Organize and carry out activities responding to regional and country specific and expressed needs in the areas of data, information and knowledge management.

SPC Team meetings and collaboration work with CCES and NDC Hub

  • Support the SPC data governance working group.
  • Support the communication work (with ICKM CCES officer and corporate).
  • Support the implementation of SPC led NDC Hub activities and trainings

Key selection criteria

Qualifications

  • Specialized degree in information system, data systems and management or a related field.

Technical expertise

  • At least 5 years relevant experience in information and knowledge governance, management, sharing and learning, preferably within the Pacific Island region.
  • Experience in day-to-day engagement with Government ministries and agencies.
  • Experience in engaging with other stakeholders (private sector, NGOs, development partners, etc.).
  • Demonstrated ability to build and strengthen partnerships.
  • Demonstrated ability to provide guidance on data, information and knowledge management strengthening.
  • Strong technical advisory, analytical and problem-solving skills relating to data, information and knowledge management preferably in a sector of direct relevance to NDCs (e.g. energy, transport, climate change).
  • Experience in organizing consultations, validation meetings, workshops and capacity building events at the national and regional level.
  • Demonstrated competence in being well organized, works effectively under minimal supervision, able to multi-task, and effectively meet deadlines on multiple, and sometimes urgent requests for support.

Language skills

  • Excellent English communication skills (oral and written).

Salary, terms and conditions

Contract Duration3 years – subject to renewal depending on funding and performance.

Remuneration – The Information and Knowledge Management Officer is a band 9 position in SPC’s 2024 salary scale, with a starting salary range of 2,284‒2,856 SDR (special drawing rights) per month, which currently converts to approximately FJD 6,808–8,509 (USD 3,038–3,798; EUR 2,832–3,540). An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.

Benefits for international employees based in Fiji – SPC provides a housing allowance of FJD 1,350–3,000 per month. Establishment and repatriation grant, removal expenses, airfares, home leave travel, health and life and disability insurances and education allowances are available for eligible employees and their eligible dependents. Employees are entitled to 25 working days of annual leave per annum and other types of leave, and access to SPC’s Provident Fund (contributing 8% of salary, to which SPC adds a matching contribution).
