Background
The Norwegian Refugee Council is an international, independent, humanitarian, non-governmental organization that provides assistance to displacement affected population in many countries worldwide including Libya. As a part of its assistance, NRC provides information, counselling and legal assistance (ICLA) services to empower project participants and support them to claim and exercise their rights and access justice.
NRC’s ICLA – Information Counselling and Legal Assistance Core Competency global objective is to support displacement affected population in Libya to engage with relevant justice and administrative systems to claim their rights. The legal support provided includes information/awareness sessions, empowerment through legal case management approach: legal counselling, legal assistance, and capacity building through the organization of training sessions, workshops, based on technical research.

1.Role and responsibilities

1.1 Generic responsibilities
The ICLA Technical Assistant will provide information, counselling and assistance to displacement affected
populations in its area of operation. This will encompass, in particular:
1. Adhere to NRC policies, tools, handbooks and guidelines
2. Assist a range of support with the implementation of the CC portfolio according to work plan and
activity planning
3. Implements independently procedures and activities within own function or core competency as
delegated
4. Responsible for organising and delivery of tasks in line with priorities and standards
5. Develop and maintain knowledge of the specialist area of work in which technical assistance and
support is being provided, in order to be most effective in supporting the team
6. Use initiative in day to day problem solving in line with agreed procedures, priorities and standards
for the area of work
7. Prepare and develop status reports as required by management
8. Promote and share ideas for improvement in your area of expertise
9. Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within
NRC and amongst beneficiaries served by NRC.

1.2 Specific responsibilities
Accounting for the particularities of the job location and context, the Technical Assistant will be responsible
for:
1. Stay updated and respect all internal procedures and thematic guidelines,
2. GIS. Deliver individual and group information sessions (GIS), following the guidance.
3. Counselling. In line with the legal case management guidance, provide individual counselling
sessions on various topics including legal and civil documentation, housing, land and property rights
and work rights, access to essential services and residency rights.
4. Legal assistance. In line with the legal case management guidance, provide legal assistance services
to project participants on various topics including legal and civil documentation, housing, land and
property rights and work rights, access to essential services and residency rights.
5. Follow-up. Make sure that all case management files are timely followed up with qualitative and
client centered approach, following the legal case management guidance.
6. SIP. Ensures safe and inclusive programming principles are respected, including ensuring safety and
dignity of project participants, understanding their diverse needs, enabling meaningful access to
NRC’s services, ensuring adequate accountability to affected populations, ensuring adequate
participation and consultation, and supporting the realisation of their human rights.
7. Data collection. Undertake day to day data collection and data entry related to field activities, legal
case management and participates in field mapping exercises,
8. Referrals. Oversight of referrals to local aid organizations both national and international in
implementation of care plans within legal case management approach,
9. Participate in the drafting and regular update of service mapping
10. External coordination. Meetings with international, national and governmental actors working on
legal and education access issues for refugees and migrants when required and as instructed by the
line manager and project management. Ensuring that partner organisations fully comply with agreed
case management and referral pathways and client handling procedures,
11. Coordination with volunteers. Supporting the ICLA officer and TL in the oversight of volunteer
workers, maintaining attendance sheets and coordinating with NRC support colleagues on processing
of payments,

12.M&E. Conduct regular post service monitoring exercises for ICLA services, participates in project evaluation as needed
13.Reporting. As delegated by line manager, responsible for accurate and high-quality contributions to the reporting of NRC ICLA Area-level achievements through all relevant reporting mechanisms (Dynamic, CORE or any other media). This includes, but is not limited to, internal reporting mechanisms (e.g. NRC GORS), donor reports and inter-agency reporting of achievements (E.g. 4Ws).
14.Any other task relevant to the position as requested by the line manager, including administrative tasks, translation of documents or support to emergencies and other Core Competencies among others.

• University degree/diploma in social sciences, political sciences, law or other related fields

• Native fluency in Arabic;

Context related skills, knowledge and experience:
• Knowledge of the displacement context in Libya;
• Knowledge of the migrants and refugee protection issues is considered a strong advantage;
• Knowledge of Libyan law and regulation is an added advantage
