Background:

The Norwegian Refugee Council (NRC) is an independent humanitarian organization. Our task is to improve international protection of refugees and internally displaced persons, and to offer humanitarian assistance regardless of race, nationality or political views. NRC has been working in South Sudan since 2004. Our core activities include Education, Shelter & NFI, WASH, Livelihoods and Food security (LFS), and Information, Counselling & Legal Assistance (ICLA). Protection is a cross cutting thematic area which is promoted by all NRC sectors.

Role and responsibilities

This position aims to lead the implementation of all Information, Counselling and Legal Assistance (ICLA) activities including staffing in North Area Office. He/she is also representing NRC at coordination forums, as delegated from Area Programme Manager/designate. This position also contributes to broader country-level programme development in collaboration with the ICLA Specialist.  ICLA PM is member of the Area Management Group. The following is a brief description of the role.

Generic responsibilities (max 10)

Line management for project staff Adherence to NRC policies, guidance, and procedures Contribute to the development of Country, Area and ICLA strategies, initiate and participate in the development of relevant ICLA projects. Coordinate and manage ICLA project implementation (activities, budget, and project documentation) in line with proposals, strategies, and donor requirements. Provide technical direction to ICLA team and ensure high technical quality of projects. Provide regular progress reports to the Area Programme Manager and the ICLA Specialist Ensure that projects target beneficiaries most in need of protection, explore and assess new and better ways to assist. Develop and manage project budget (in cooperation with Area Programme Manager) and coordinate across Core Competencies (CCs)  Ensure capacity building of project staff and transfer key skills. Identify funding opportunities and develop funding strategy and forecasts.  Ensure compliance with contractual commitments and extracting and implementing key learnings from project implementation Assess needs, develop emergency response and implement response plans Provide regular progress reports to APM (Area Manager and CC Specialists if no APM)           Liaise and collaborate with relevant local authorities and other key stakeholders

Specific responsibilities 

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.

Provide day-to-day supervision and support to the ICAL teams including implementation of Human Resources related processes (recruitments, orientation, training, performance management) Follow up on weekly meeting and conduct monthly and quarterly review meetings and collect accurate and updated information about project activities. Review the referral mechanisms for ICLA intervention in Northeast Camps and propose improvement in light of area office response prioritization. Accountable for the successful implementation of all ICLA projects throughout the full project cycle Ensure accurate and consistent implementation of ICLA case management and M&E tools. Actively participate in relevant humanitarian coordination meetings, including by leading the Housing, Land and Property (HLP) Technical Working Group Be aware of conflict and interest mitigation measures within ICLA CC programming.  Contribute in preparation of training content and materials Support data collection for baseline survey and evaluation, Post Distribution Monitoring (PDM), Pre and Post-harvest assessment Responsible for conflict-sensitive, emergency, development and integrated programming  Ensure optimal use of resources within the allocated project budgets  Ensure that capacity building is provided to all staff in the area Ensure beneficiaries led design and implementation of projects and activities including beneficiary complaints mechanism are strengthened Develop relationships with donor teams and agencies in the area, and contribute to securing sufficient finances for the Programme Coordinate with UN agencies, other (I)NGOs, local and state authorities, the targeted beneficiaries and donors and ensure maximum collaboration and cooperation with all key stakeholders  Guided by guidelines and direction of NRC, capacity building and close monitoring of implementing Partners and ensure compliance Responsible for the ICLA CC programmatic input to the Area Strategy  Representation in sectoral coordination, clusters and/or working group  With the support of the CC Coordinators, lead the proposal development process for new funding opportunities with closely coordination of the CC Specialists and Grant Unit. Undertake any other relevant duties assigned by the Area Programme Manager when assigned

Generic professional competencies for this position: 

Minimum 4 years’ experience from a management position in a humanitarian/ recovery context University degree in relevant university field of Project Development and Management, preferably law or social studies Minimum 3 years of experience from a senior-level legal assistance project implementation position in a humanitarian/ recovery context ICLA technical expertise, including knowledge of Housing, Land & Property and/or civil documentation issues. Experience from working in complex and volatile contexts. Documented results related to the position’s responsibilities. Knowledge about own leadership skills/profile Fluency in English, both written and verbal Managing multiple projects, accountability position in recovery context Previous experience budget management, from working in complex and volatile contexts. Experience in external engagement with Donors, Government and Local Authority  Experience with managing projects with EU, USAID, Norad, and UN funding Experience in facilitating the capacity building efforts of diverse colleagues Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods. Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint).  Fluency in English, both written and verbal required Fluency in Arabic is a plus
