Job Summary:

Reporting to the EpiC Burundi Project Director, the HRGP Program Officer II ensures the day-to-day coordination of the project activities, including providing continual technical assistance and mentoring to 14 Civil Society Organizations (CSOs) and a Drop-in Center receiving small grants to troubleshoot issues that arise, strengthen organizational capacity, and ensure implementation of the program in accordance with the overall project strategy. He/she will monitor the performance of local implementing partners and prepare/submit quarterly, semi-annual, and annual reports. The position holder will also be responsible for leading the development of the project annual plans and budgets.

Duties and Responsibilities:

  • Under the supervision of the EpiC Burundi Project Director, he/she will ensure the guidance of project implementation by local partners and other key stakeholders.
  • Monitor component implementation systems and ensure consistency with project goals and objectives. The Program Officer II will be expected to propose solutions to challenges and remove obstacles to the achievement of project goals and targets.
  • Coordinate and maintain strong relations with key stakeholders, to establish synergy and maximize efficiency at all levels of project implementation.
  • Provide technical assistance to sub-recipient organizations to ensure program implementation is in line with overall project strategy.
  • Ensure supervision and monitoring/evaluation of sub-grants, including budget monitoring.
  • Collect, compile and present monthly data and submit quarterly reports according to project schedule, regularly document success stories.
  • Use data to monitor progress towards objectives.
  • Coordinate capacity strengthening activities for sub partner organizations and ensure that training modules and other materials are available and set up for use by beneficiaries.
  • Coordinate the development of the Capacity Development Plan (CDP) of the l sub partners, including the implementation of the CDP, preparing them for direct USAID funding.
  • Lead the subawards management and modifications when needed.
  • Liaise with FHI360 HQ and the local mission, as well as USAID/Washington if required to update the implementation progress or inform on any issue affecting the program.
  • Work with the finance team to update the project pipeline to ensure that the program implementation is inline with the budget expense.
  • Perform any other duties as may be assigned.

    • Clear understanding of the needs of key populations in Burundi and a track record of supporting and implementing activities to reduce stigma and discrimination.
    • Sensitivity (being attentive and open) to cultural differences and understanding of ethical issues in relation to human rights.
    • Experience in working with local organizations to plan and implement capacity strengthening activities, including management of small grants.
    • Experience in monitoring sub-recipient budgets and preparing grant documents (program description, budget and budget description, pre-grant analysis documents, etc.) for evaluation and approval by USAID.
    • Experience in building strong working relationships with colleagues from different organizations and cultures.
    • Ability to meet deadlines with attention to consistency, accuracy (to detail) and quality.
    • Knowledge of USAID programming and reporting system is desirable.
