Context:

With a workforce of more than 20,000 personnel worldwide, the Human Resources Management Division plays a vital role in meeting organizational needs, ensuring both operational flexibility and institutional consistency.

Under the direct supervision of the Chief, Human Resources Policy Unit, the successful candidate will be responsible for researching and developing Human Resources (HR) policies, providing advice on interpretation of HR policies, considering past practices, precedents, exceptions and, if necessary, case law.

Core Functions / Responsibilities:

  1. Perform an Organization-wide analysis of the employment contract landscape at IOM, including employment contracts in use by various IOM Regional and Country Offices worldwide. Undertake research on best practices in other entities, including inter-governmental organizations with similar structures.

  2. Develop a new employment contract framework, considering IOM’s particularities and need for agility and flexibility. This new framework shall be grounded in revised HR policies. Implement the new framework across the Organization, develop and deliver training packages for HR Focal Points on the new contractual modalities.

  3. Review existing HR policies, particularly those related to work-life balance, in order to identify gaps and propose changes in accordance with identified best practices and relevant jurisprudence.

  4. Draft policies, procedures, guidelines and administrative issuances on HR matters.

  5. Provide advice to colleagues in the Regional and Country Offices and at Headquarters on the interpretation of HR policies, as well as of the Staff Regulations and Rules. Recommend solutions on cases.

  6. Liaise with HR Management (HRM) Division, HR Legal Issues Division, IOM Administrative Centers, and IOM Regional and Country Offices on HR issues, particularly contentious and complex HR cases.

  7. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Human Resources, Public Administration, Social or Political Sciences, Law, or a related field from an accredited academic institution with five years of relevant professional experience; or,

• University degree in the above fields with seven years of relevant professional experience.

Experience

• At least five years of relevant experience, including at least two years of experience working with IOM or the United Nations system in the HR Policy area;

• Experience in administrative law an advantage;

• Proven knowledge and experience of policy development and research;

• A track record of tackling and resolving complex HR problems, while maintaining a client-focused approach to work; and,

• Field experience is an advantage.

• Strong analytical, drafting, negotiation and creative thinking skills;

• Excellent organizational skills and ability to work independently against tight deadlines;

• Resilience and a good sense of humour;

Languages

IOM’s official languages are English, French, and Spanish.
