The ILO is issuing a call for expression of interest for the above assignment. This is an assignment of a purely temporary nature. Duration of the assignment is six months. The position is filled through local recruitment. Candidates must have legal residence in Switzerland or neighbouring France.

The selection process is not subject to the rules and procedures defined in Annex I of the ILO Staff Regulations.

The following are eligible to apply:

- Internal candidates in accordance with paragraphs 31 and 32 of Annex I of the Staff Regulations. The Office will facilitate the temporary re-assignment of a selected internal candidate to this position.

Introduction

The Human Resources Development Department (HRD), within the Corporate Services (CS) cluster, is the central authority on human resource matters in the ILO. The Department seeks to align the Offices’ human resources capacity with the strategic objectives of the Organization to ensure that it can carry out its mission effectively.
The Talent Management Branch (HR/TALENT) in the Human Resources Development Department (HRD) is responsible for the prospection, recruitment, selection, mobility and retention of staff; the provision of services related to organizational design and job classification; staff development, training and performance management; and the development of policy work within its areas of expertise.
The temporary position is located with the Resourcing Unit of the Talent Management Branch of the Human Resources Development Department (HR/TALENT-RES). The Resourcing Unit (RES) is responsible for the prospection, recruitment, selection, mobility and retention of staff, including coordinating and servicing selection panels and assessment centres, the selection and recruitment of interns, associate experts and officials seconded or on lean to the office, and the development of policy work within its areas of expertise.
The Human Resources Officer will support the RES recruitment and selection functions, this includes all steps in the recruitment cycle, advice to and communication with candidates and hiring managers, reviewing recruitment related documentation and preparing and analysing related statistics. The Human Resources Officer will report directly to the Coordinator of the Resourcing Unit.

Specific Duties

1.Contribute to the recruitment of new staff by ensuring the timely posting of vacancy notices, reviewing applications, arrangement of written tests and organization of selection panels.
2.Provide guidance on selection processes and procedures to Hiring Managers and candidates as well as other colleagues who may need advice. Research and analyse individual cases requiring the interpretation of rules.
3.As part of the RES team, ensure correct and complete documentation of selection files is submitted to the relevant counterparts, including senior management.
4.Assist the RES Coordinator in the preparation of papers and reports for meetings of internal and external committees by carrying out research into HR related matters, obtaining background and factual information from inside and outside the organization, and organising and analysing HR and organisational data and statistics.
5.Identify the need for new, or modifications to existing, HR recruitment policies, practices and reviews and initiate or propose action as required. Recommend improvements to
internal procedures.
6.Support outreach efforts to increase diversity in the ILO with a particular focus on the representation of women, underrepresented countries, people with disabilities, and youth.
7.Prepare and participate in training activities for staff and panel members organized by RES.

Required qualifications

Education

First level degree in human resources management or other related field.

Experience

Three years of professional experience in human resources management, including in recruitment.

Languages

Excellent command of one ILO working language and a working knowledge of another, one of which must be English.

Competencies

In addition to the ILO core competencies, this position requires:

Knowledge of HR principles and concepts. Ability to analyse information, examine and reconcile discrepancies and inconsistencies, research precedents and apply pertinent regulations and policies. Good knowledge of automated HR information systems. Ability to communicate effectively both orally and in writing. Ability to present the position of the HR department to managers and staff. A high degree of tact, diplomacy and discretion, and proven ability to maintain confidentiality. Objectivity and ability to apply HR rules and regulations in a fair and consistent manner. Ability to work on own initiative as well as a member of a team. Excellent time management skills and the ability to plan and execute assigned duties. Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
