Position:                                          Health, Safety, & Security Officer – Derna (East Benghazi)

Duty station:                                  Derna sub-Office

Travel:                               Frequent Travel (75%) primarily within Derna and to Benghazi, Al-Bayda, Al-Marj, Shahat and Soussa.

  1. Role and responsibilities

    The HSS Officer will be responsible for supporting NRC’s programming in AO4- East Libya, and the provision of professional security and access support. S/He will facilitate relations with local authorities, provide contextual and risk analysis, assist staff with the implementation of operational security procedures, lead security training, and ensure that all facilities abide by minimum NRC security standards.

  2. Implement NRC’s safety and security policies at office level
Conduct regular security and risk assessments to identify safety and security needs  Provide regular briefings and updates to all staff on regular basis. Immediately report all breaches of safety and security procedures and all threats to NRC staff, beneficiaries, activities, or assets. Facilitate staff relocation and evacuation in emergency situations in Derna. Liaise with the Emergency Operations room in Derna, Local authorities, UN agencies, NGOs and other external actors to gain security and facilitate access.  Ensure vehicle and staff movements are monitored according to procedures and that necessary safety and security equipment are available and in good condition. Prepare security updates and reports as required. Managing the guards in the office and in the warehouse once recruited  Arrange and manage all needed communications with emergency operations room in Derna and , and the other local authority departments and obtain all needed approvals under supervision of HSSA Manager in CO, and in line with the AM of AO4, and in close collaboration with the HSS officer in Benghazi.

Specific responsibilities 

Safety and Security 

Monitor the Situation in Derna and area affected by the floods. Develop a strong and diverse security network to obtain reliable and up to date information. Provide updates to HSS mgr. and HSS team and share updates on all common platforms / Monitor local news (video/internet) and social media for security developments. Conduct field security and risk assessments for programmatic sites in Derna and areas affected by the floods as requested by security, program, or support staff. Maintain network of local NGO security professionals operating in the area. Assist in the development of fire safety, medical, and hibernation/relocation/evacuation plans for the area. Report any incident or accident in the field , submit Immediate Incident report. Provide weekly report to AO4 AM and HSS manager in Tunis  Following up and Obtaining all Access and Approvals for staff and Movements  Ensure that staff are fully prepared for contingency scenarios by delivering high-quality security training packages, to include basic safety and security Training, security awareness, basic First Aid training, fire safety, security driver procedures, and guard requirements.

Management:

Participate in hiring panels for all incentive worker guards. Serve as the line manager for the guard.  Manage administrative duties related to the guard force—including shift schedules and time sheets—and alert the AO4 AM of any potential gaps in coverage Conduct routine inspections of guards and their facilities to ensure their adherence to SOPs Maintain up to date contact lists for guards.

NRC program and support staff in Derna, Shahat, Benghazi and Tunisia  NRC HSS staff in Tripoli and Benghazi  Other INGO security focal points and other local NGOs security focal points like the LRC and LibAid  Local authorities, primarily: Derna operations room and relevant local security entities. Context/ Specific skills, knowledge and experience: 

University degree (or three years of relevant experience with high school degree) Knowledge of security guard best practices  Knowledge of East Libya  security context and surrounding areas Excellent communication and interpersonal skills Ability to synthesize a large volume of information into concise reports Ability to determine and flag sources of bias in local media sources Experience delivering security training in a humanitarian context
