Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Head of Programme to ensure the accountability of DRC’s programme towards the humanitarian needs in Turkey and the donors supporting the response.

The Head of Programme provides leadership and oversight of Danish Refugee Council’s Programme strategy ensuring the strategy is line with global and regional strategies.The Head of Programme is responsible for providing technical input to the programme implementing teams within the different sectors. S/he leads on developing policies, processes and standards within respective areas; enabling and overseeing the monitoring and evaluation of the implementation activities across the entire country operation. Other key responsibilities include fundraising, advocacy and external representation within the scope of humanitarian needs in country.

About the job

Your main duties and responsibilities will be:

Programming Strategy & Development

  • Constant in-depth analysis of humanitarian context, trends, gaps, challenges and opportunities and being a key member of Senior Management Team bring inputs to the SMT forum in regards to strategic direction of DRC programming;
  • Participate in country level strategic planning and contribute to the sustainable management of Programme growth with a continual eye to new programme development that addresses the needs of beneficiaries in a protracted crises context;
  • Foster synergies between Programme areas (integrated approach), ensure protection and gender mainstreaming throughout all Programme and ensure adherence to Sphere standards or any other international standards when relevant;

Programme Implementation & Coordination

  • Provide oversight of Programme implementation in Turkey, including budget oversight, ensuring timely reporting, information management, compliance and quality utilizing routine monitoring and feedback into Programme implementation;
  • Ensuring regular DRC representation and contribution in all Programme related working groups/forums at country level;
  • Lead on effective project/grants followup process including financial and logframe – identify key risks in regards to projects implementations and inform Country Director / SMT to ensure adequate risk management plans in place;

Programme Monitoring, Evaluation, Accountability and Learning

  • Ensure the implementation of effective and participatory programme Monitoring, Evaluation, Accountability and Learning strategies at all levels of the DRC’s programmes in country with support of Regional Office and Headquarter technical programme support;
  • Disseminate lessons learned and best practices within DRC country and Region teams, to donors and to other stakeholders when relevant in order ensure synergetic programming and cross-programme collaboration in Turkey and in the whole region;
  • Supervise monitoring and evaluation of the operations to ensure the overall implementation is in accordance with agreed work plans, donor agreements and humanitarian accountability framework;

Fundraising, Grant proposals writing & reporting processes

  • Take lead on developing, updating fundraising strategy and donor engagement plan for country with the support of Regional Office;
  • Pursue funding opportunities in all DRC competence areas, and coordinate the capacities of the programme managers and SMT to identify and materialize opportunities;
  • Overseeing comprehensive Grants management plan with support of Grants Management Coordinator; Ensure donor reports and proposals adhere to quality standards and obtain necessary sign offs before submission - externally and internally ;

Programme staff management and capcity building

  • Line manage country programme teams, specialists and technical experts and coordinators to ensure an effective collaboration and technical support to the area programme teams.
  • When needed, draft and/or review scopes of work to hire and manage technical consultants, including review for technical efficacy and contract budget;
  • Development of overall staff competence through leadership, training and coaching of technical and management key programme staff. Focus on strategic nationalisation plans of key staff to ensure longer term sustainability of key positions in programme domain;

Donor liason, Partnership and Representation

  • Lead on partnership strategy and partnership management tools and guidelines. Ensure harmonization of processes and roles between country and field teams interacting with partners;
  • Identify and pursue new partnerships for scaling impact and fundraising;

About you

To be successful in this role we expect the following:

Required

  • Master’s degree in International Development and/or Humanitarian Assistance, Project Management or any other related field
  • Minimum 8 years of progressively responsible experience in programme management, leadership and design in countries of conflict or post-conflict;
  • Minimum 4 years of experience in managing complex refugee responses, including 2 years at country senior management level preferably in in Middle-East;
  • Demonstrated experience and skill in proposal development, budget development and management, programme implementation, monitoring and evaluation;
  • Experience of managing people responsible for program management, implementation, design;
  • Proven experience in effectively coordinating with National Governments, International and National NGO partners and a variety of working with and coordinating with a variety of donors including DFID, UNHCR, ECHO, KFW, DANIDA and OFDA;
  • Proven experience in managing integrated programmes, partnership management and capacity building;
  • Fluency in spoken and written English is required;

Desirable

  • Turkish and/or Arabic language skills preferred
  • Previous successful experience with DRC

We offer

Contract length: Up to 24 months.
Level: Band E
Designation of Duty Station: Non-family Duty Station. Hatay, with frequent travel to all locations in Turkey.
Start date: 15 April 2020
