1. SUMMARY The NATO Office of Resources (NOR) provides independent and integrated expert advice to the Secretary General, NATO Resource Committees, Allies, and other stakeholders on the planning, allocation and utilisation of military common funding made available to achieve NATO’s goals and objectives. The NOR advice is based on sound judgement underpinned by facts, figures, expertise and knowledge. It follows NATO policies, procedures and standards, and is independent of external stakeholder’s viewpoints. It supports efficient and effective use of public funds by assessing the policy compliance, eligibility, affordability, technical viability, and lifecycle implications of military requirements and proposed solutions. Furthermore, the NOR facilitates resource-informed political decision-making.   The CIS and Cyber Capabilities Branch covers various domains of Information and Communication Technologies (ICT) including security, cyber-defence and service management and control aspects. The work of the Branch is focused on implementation, operation, administration, and maintenance of modern digital CIS, including CIS security and Cyber aspects, as well as on ICT service provisioning in support of the NATO Command Structure in both static and deployed environments including military operations in Article 5 and non-Article 5 situations.   S/he leads the Branch’s development of resource and technical assessments, advice, support and deliverables to the NATO resource committees and other stakeholders concerning common-funded Alliance capabilities, as well as oversees the implementation and execution by Host Nations and Budget Holders of capabilities and activities funded from military common funding. S/he coordinates within area of responsibility resource policy matters and develops policy advice to senior management and the political leadership. S/he works closely with all NOR Branches and in particular, s/he supports and is supported by the NOR Portfolio Delivery (PD) Branch to contribute to the timely delivery of common-funded capabilities delivery.   Key challenges facing the successful candidate will include:

  1. Leading and driving the delivery of common-funded Communication and Information Systems capabilities faster, better and smarter.
  2. Supporting NATO deterrence of hybrid threats through Branch-related capability development and delivery. 2. QUALIFICATIONS AND EXPERIENCE ESSENTIAL The incumbent must:
    • possess a university Master Degree in the field of ICT capabilities;
    • have at least 10 years’ engineering experience in the broad field of Communications and Information Command and Control (C2) systems in progressively responsible positions;
    • possess at least 5 years’ experience in leading teams in a multinational environment;
    • possess demonstrated knowledge and experience in areas such as resource management, acquisition, finance or business administration;
    • possess extensive experience as a qualified programme manager;
    • be able to operate in a politically sensitive environment where various different, also national industrial, interests are at stake;
    • demonstrate ability to communicate, both verbally and in writing, complex technical and financial advice in a clear and understandable way to both expert and non-expert audiences;
    • possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; I (“Beginner”) in the other. DESIRABLE The following would be considered an advantage:
      • extensive experience in contract management of large projects either in the private or military sector;
      • demonstrated experience in NATO Common Funding policies, procedures, processes;
      • experience in the outsourcing and implementation of ICT services;
      • engineering experience in military C2 systems;
      • project management certification (e.g. Prince 2 and ITIL  or equivalent) ;
      • experience working for a National government, public sector and or an International Organisation;
      • university degree or certifications in the areas of Resource Management, Acquisition, Finance or business administration. 3. MAIN ACCOUNTABILITIES Expertise Development Direct analysis of submitted Alliance C3 requirements, preserving a high degree of independence. Advise and oversee work of Branch Members engaged in defining cost-effective ways of meeting military requirements. Provide advice to stakeholders in committees, national delegations and authorities of member nations, NATO agencies, as well as military authorities at various levels on NATO Consultation, Command and Control (C3) capabilities.  Present concise and comprehensive reports to the resource and other NATO committees, based on analysis of the submitted Alliance requirement, the proposed technical solution for its implementation and of associated resource estimates.  Promote team collaboration with other engineers and programme coordinators engaged in defining cost-effective ways of meeting military C3 requirements. Stakeholder Management Promote coordination between all NATO bodies, national authorities and IS/IMS Divisions and lead efforts to support the timely, efficient and effective implementation of NATO C3 capability projects. Maintain a large network of stakeholders to ensure that the resource-impact of decisions is considered in a comprehensive fashion.   Project Management Ensure project objectives and activities are in support of Alliance priorities. Ensure that NOR and Branch roles and responsibilities in support of common-funded projects are delivered on time and with adequate quality. Support stakeholders during the entire capability life-cycle, specifically during implementation to achieve implementation of capabilities on time, in scope, and on budget.   Financial Management Review costed capability programme plans and project proposals for Alliance C3 capabilities presented by Strategic Commands for compliance with policy and criteria. Oversee work on capability programme plans and project proposals of Team members.  Policy Development Develop guidelines for Branch members to apply when assessing C3 capabilities. Determine the impact of existing policies for the implementation of NATO projects and budgets and recommend appropriate course of action. Direct Branch work towards addressing future common-funded resource issues within area of responsibility. Lead Branch efforts to ensure efficient application of resource policies. Formulate objectives for the Branch in concert with the Branch and NOR objectives and ensure follow-up and implementation.  Assist in the overall development of such goals and objectives. Knowledge Management Contribute to knowledge management through advice on implementation processes for capability programme plans and projects with relevant technical and project management. Apply experience and expertise to recommend appropriate approach required to manage project work effectively. People Management Manage the staff of the Branch to ensure highest level of quality and timeliness in the provision of advice, support, and deliverables. Direct and supervise the work of the Branch, coaching and mentoring assigned staff members thereby enabling them to meet their performance objectives and grow in their jobs. Ensure that all staff under her/his responsibility are clear on Organisational, Divisional, Directorate and Section objectives.  Provide regular and fair feedback on performance, informally as appropriate and via the HQ Performance Review and Development (PRD) system.  Planning and Execution Coordinate and synchronise Branch work and lines of effort according to Branch/NOR objectives and priorities. Ensure that mid-term work plans for the Branch are implemented to achieve overall objectives. Analyse within area of responsibility trends and future needs of the NOR and the resource committees to proactively manage NATO’s common-funded resources to maximum effectiveness.
