About Ma3an Project:

Ma3an is a seven-year program funded by the United States Agency for International Development (USAID) and implemented in cooperation with the Presidency of the Government. Ma3an’s goal to increase Tunisian youth civic engagement and economic opportunities. At the community level, Ma3an uses a community-driven youth development model to inform and support sustainable interventions through ongoing collaboration between community actors that are inclusive, participatory, and solutions-driven. These include working with and through local CSO partners to understand local dynamics in each community; and implement community-driven youth development programming involving youth, local NGOs, local government, and other community leaders through community-specific grants.

In order to reinforce our Grants Department, we are looking for qualified candidates for the position of Grants Officer.

Position Responsibilities:

  • Provides support to the Contract and Grants Associate Director and assists with troubleshooting, updates work plans, and ensures effective implementation of program/grants activities;

  • Supports coordination of logistics and facilitation of project workshops and events in communities served by Ma3an;

  • Communicates regularly and collaborates closely with the Regional program and grants officers on the implementation of project activities;

  • Reviews and screens grant applications for eligibility criteria and supports the grants selection process;

  • Supports Regional program and grants officers in developing grantees full proposals and ensures that they submit complete supporting grant documentation;

  • Produce complete grants packages as assigned by the Contracts and Grants Associate Director;

  • Maintains an online grant tracking system, and ensure compliant monitoring and reporting on grant activities;

  • Support in monitoring the implementation of grantee activities, including conducting site visits;

  • Maintains accurate and complete files of grants documentation;

  • Tracks performance against project timelines, budget, objectives, and deliverables;

  • Assists as needed with translating program documents (into/from English, French, and/or Arabic);

  • Assisting with the production of quarterly progress reports and other reporting documents as needed;

  • Work with regional program and grants officer to ensure accurate grant close-out processes;

  • Reviews grant packages for accuracy and compliance prior to the Contracts and Grants Associate Director;

  • Communicates and coordinates as needed with other members of the project team; and Provides inputs to, and ensures, delivery of high-quality deliverables to client.

      Minimum Requirements

      Technical & soft skills

      • Bachelor’s degree or its international equivalent in Business Administration, Finance, Nonprofit management, International Administration, International Development, International Business, Management, Public Administration or a related field;

      • A minimum of three years’ relevant professional experience on international development programs and/or work in the civil society sector of Tunisia and/or other countries;

      • Experience with design and management of civil society grants programs preferred;

      • Familiarity with international development donors’, particularly USAID, programs, rules and regulations highly desired;

      • Ability to work effectively with grantees and stakeholders;

      • Ability to work effectively in a highly collaborative team;

      • Strong analytical, communication, organizational, writing, and interpersonal skills; and

      • Fluency in French and/or Arabic; Excellent oral and written communication skills in English strongly preferred.
