The work of UNDP Mozambique is guided by the United Nations Development Assistance Framework 2017-2020 (UNDAF), and now renamed United Nations Sustainable Development Cooperation Framework (UNSDCF), which describes the collective vision and response of the UN system to the Government of Mozambique development priorities and its Country Program Document 2017-2020 (CPD) which outlines UNDP contribution to government results and the UNDAF theory of change.

The current UNDAF 2017-2020 and CPD 2017-2020, were extended in one-year given the various unprecedented events, such as Cyclones Idai and Kenneth as well as the presidential elections that took place in 2019, and to match the Mozambican government’s programme period, and will end in December 2021.

Following recent reforms repositioning the UN development system, the UN Sustainable Development Cooperation Framework (UNSDCF) is the most important UN planning and implementation instrument in support of 2030 Agenda in Mozambique. As a prerequisite to the development of the UNSDCF, an evaluation of the current UNDAF and a Common Country Analysis (CCA) have been undertaken by the UNCT in 2020-2021 on the basis of which, and in full consultation with national Government, the UNCT is currently formulation  the new UNSDCF in 2021.

Within the current UNDAF framework, UNDP is the leading agency of Outcome 8 “All people benefit from democratic and transparent governance institutions and systems that ensure peace consolidation, human rights and equitable service delivery,” and under its current CPD it supports the Government of Mozambique in the following program priorities:

The Governance and Social Cohesion work is focused on democratic and transparent governance processes that promote peace and social cohesion, rule of law, justice, human rights, and security and provides support to local institutions and partners, including Government institutions, non-governmental and civil society organizations, at central and decentralized levels.

The Access to Justice Project aims to strengthen access to justice and the promotion and protection of Human Rights, as well as strengthen the capacity of lawmakers and law enforcement agents to prevent and combat gender-based violence and deal with situations arising from the stigma and discrimination associated with HIV and AIDS in Mozambique, with a focus on women, People living with HIV and other vulnerable groups. The project contributes to building the capacity of rights holders and obligation holders, promotes data collection and processing, evidence-based rights and policies, prioritization and service delivery, accountability structures, coordination and partnerships between the justice sector and human rights institutions, as well as civil society, building on existing national commitments on justice, human rights, gender (including gender-based violence) and HIV-AIDS and the Sustainable Development Goals and ongoing efforts.

The project consists of 5 components:

i.) Increase access to justice at national and local levels, with a focus on leaving no one behind and providing legal assistance

ii.) Strengthen the National Human Rights System in collaboration with the United Nations High Commissioner for Human Rights through support to National Human Rights Institutions and the national reporting and monitoring mechanism

iii.) Strengthen women's human rights and women's access to justice services; with a focus on actions to eliminate Women Based Violence, including police and criminal justice chain responses and increased representation of women in the security and justice sector

iv.) Strengthen the capacity of the Ministry of Justice, Constitutional and Religious Affairs, the Ministry of the Interior, Parliament, Municipalities and Civil Society Organizations to protect and defend key and vulnerable populations in combating related stigma and discrimination to HIV; and

v.) Strengthen the role of MINT in preventing and combating crime and all forms of violence, as well as in the participatory dialogue between the police and the community, contributing to reinforce a culture of respect for Human Rights.

Gender equality, centered in human rights, is both a development goal on its own and a critical factor for achieving sustainable development. It underlies one of the guiding principles of the 2030 Agenda for Development – the concept of 'leaving no one behind'. UNDP supports partners to eliminate gender inequalities through targeted, gender-focused programmes and by working to ensure that all development efforts take into account the experiences, needs, and contributions of women.

The Spotlight Initiative is an EU-UN programmer whose vision is to have a country where every women and girl live a life free from all forms of sexual and gender-based violence (SGBV) and harmful practices (HPs) including early marriage, and can enjoy sexual and reproductive health rights (SRHR).

The United Nations and the European Union (EU) have embarked on a global, multi-year initiative focused on eliminating all forms of violence against women and girls (VAWG) - the Spotlight Initiative. The Initiative brings focused attention to VAWG, moving it into the spotlight and placing it at the center of efforts to achieve gender equality and women’s empowerment, in line with the 2030 Agenda for Sustainable Development. The Initiative highlights two goals namely Goal 5: Achieve gender equality and empower all women and girls and Goal 16: Promote just, peaceful and inclusive societies.

The UNDP in collaboration with other UN Agencies is among the relevant partners that is highly involved with a set of interventions to effectively prevent and combat SGBV/HP.

UNDP interventions on Spotlight Initiative contribute to address some of the gaps in this intervention and towards the implementation of the following Sustainable Development Goals: Goal 16: Promote just, peaceful and inclusive societies; Goal 5: Achieve gender equality and empower all women and girls and Goal 3: Ensure healthy lives and promote well-being for all at all ages.

This is aligned with UNDP’s democratic governance mandate and practice focuses on fostering inclusive participation, strengthening responsive governing institutions, and promoting democratic principles and as well as with the UNDP HIV, Gender and Human rights mandate that links also HIV to GBV/ HP Meet the HIV needs of women and girls and stop sexual and gender-based violence.

It is against this background that UNDP aims to recruit a Gender Project Analyst.

 

The incumbent’s duties are outlined below and will be fulfilled in line with the prevailing UNDP rules and procedures as well as with due compliance with the UNDP internal control framework.

Summary of key functions:

  • Provide analysis and strategic advice to the CO on current gender equality priorities and opportunities to support inclusive engagement of women, gender issues and HIV matters, with specific focus in the areas of justice, rule of law and peace building.
  • Ensure gender mainstreaming within the Country Office by advocating, advising and supporting professional staff for greater attention to gender perspectives.
  • Ensure the achievement of project goals and day-to-day implementation and management of the project by maintaining the delivery of appropriate technical, operational, financial and administrative outputs and tracking the progress of the project by monitoring and reporting.
  • Ensure provision of concrete technical assistance of the project activities in the field of the Governance, Justice and Rule of Law on gender and HIV/AIDS.

Ensure provision of substantive inputs to building partnerships and resource mobilization strategie Specific tasks and responsibilities:

1. Provide analysis and strategic advice to the CO on current gender equality priorities and opportunities to support inclusive engagement of women, gender issues and HIV matters, with specific focus in the areas of justice, rule of law and peace building.

  • Provide support to the CO in application of tools, methodologies and innovation for participatory, gender-responsive and people-centred design, implementation and monitoring, including the UNDP Sustainable Livelihoods Framework
  • Support gender equality mainstreaming at all stages of the dedicated projects (annual work planning, monitoring, reporting and evaluation). This should include detailed attention to the development of S.M.A.R.T indicators in accordance with the UNDP Handbook on Planning, Monitoring and Evaluating for Development Results.
  • Support in developing and implementing gender responsive data collection tools to track project progress and monitor indicators in the results framework.
  • Serve as a technical resource person in capacity building, knowledge sharing events and other relevant activities on gender equality and women’s empowerment.
  • Ensure knowledge sharing, documentation and dissemination of good practices on gender equality, women’s empowerment and rights within the project.
  • Support the communication of gender equality and women’s empowerment results to a diverse group of stakeholders.
  • Conduct internal capacity building training for project staff to facilitate appropriate management and timely delivery of project outputs including in gender analysis and gender mainstreaming.

2. Ensure gender mainstreaming within the Country Office by advocating, advising and supporting professional staff for greater attention to gender perspectives

  • Advice and support senior management and the CO in general on corporate gender matters.
  • Advocate, advice and support professional staff for greater attention to gender perspectives in programming.

3. Ensuring the achievement of Project goals and day-to-day implementation and management of the assigned projects by maintaining the delivery of appropriate technical, operational, financial and administrative outputs, while tracking the project’s progress through monitoring, evaluation and reporting with a view to achieving the following:

  • Managing and coordinating project activities based on the Project documents and the Annual Work Plans, including, as needed, supervision and guidance of other project staff, consultants and experts.
  • Developing comprehensive/detailed project work-plans that include all project activities and roles and responsibilities of the stakeholders and setting-out corresponding milestones.
  • Development of the programme work plans in collaboration with the technical colleagues of the other UN agencies participating in the Spotlight Programme (UNFPA, UNICEF and UN Women), and ensure that UNDP’s interventions are consistent with the overall programme results and resources frameworks.
  • Monitoring the progress of implementation of project activities and key event schedules observing the work-plans and set deadlines including monitoring of the financial resources and accounting to ensure accuracy and reliability of financial reports.
  • Mobilizing goods and services to support project activities, including drafting TORs and works/product requirements and specifications.
  • Managing and monitoring project risks initially identified, submitting information on the new risks and possible mitigating measures to the Project Board for consideration and updating the status of these risks by maintaining a Project Risk Log.
  • Ensuring adherence of project activities to the existing financial, procurement and administrative processes that are in line with prevailing UNDP rules and regulations and, at the same time, observing the project timelines.
  • Prepare progress reports (progress against planned activities).
  • Managing project tracking in ATLAS in accordance with UNDP procedures.

4. Ensure provision of concrete technical assistance on gender and HIV/AIDS to the project activities, focusing on achieving the following:

  • Provision of technical assistance on gender and HIV/AIDS to enhance activities and awareness of the dedicated Parliamentary Commissions, including of the Parliamentary Women Office’s on related field.
  • Ensure provision of technical assistance and capacity development of judges, public prosecutors, the Police and other justice and human rights institution professionals.
  • Share relevant substantive and operational experiences with other colleagues and counterparts; (Develop knowledge products to be shared with the Project partners).
  • Leading the mainstreaming gender equality and women’s empowerment into all project activities.

5. Ensure provision of substantive inputs to building partnerships and resource mobilization strategies:

  • Pro-actively identify relevant partners working to promote SGBV prevention at provincial and national levels, and liaise and foster partnership with them.
  • Identify potential partners including private sector, traditional and religious institutions, academics, celebrities etc. to support the prevention and services provisions component of the spotlight interventions.
  • Provide substantive inputs to resource mobilization strategies.
  • Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.
  • Participate in donor meetings and public information events, as delegated.

Education:

  • Master’s Degree or equivalent in social science, human rights, gender/women’s studies, development studies, or related fields.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • Certification in Project Management will be an asset.

Experience:

  • Over 3 years of post Master’s Degree (or 5 years for first level degree) progressively responsible professional experience in the area of Gender.
  • Demonstrated experience in Project management, programme/project coordination, monitoring and evaluation..
  • Exposure to work on HIV/AIDS is required.
  • Experience in similar intervention like the Spotlight Initiative is an asset.
  • Experience co-operating and liaising with government entities, donors and CSOs
  • Strong IT skills. Experience in the usage of computers applications and software packages, etc. 

Language Requirements:

  • Fluency in written and spoken Portuguese.
  • Working knowledge of written and spoken English.
