The Finance Technical Officer is responsible for ensuring timely and quality internal and external financial reporting of the two Area Offices, and for assisting in budget preparation related to grants, funds, and budgets for all related programmes, donors, and departments by ensuring adherence to NRC’s policies and donor requirements.

Supervision of: N/A

Duty station: Tripoli or Benghazi

Travel: 50%

Duration and type of contract: 12 months, renewable based on funding, performance, and need for the position

Generic responsibilities

  1. Ensure adherence to Financial Handbook, other NRC policies and donor requirements
  2. Maintain overall budget oversight and monitor cash flow
  3. Ensure proper quality control and monitoring of the finance function activities
  4. Ensure Capacity Building of Finance and Project staff in the two AOs
  5. Assess, promote and document ideas of technical improvement and further development options related to finance.
  6. Ensure proper filing of all financial documents
  7. Support Finance staff in both Area Offices with budget as per need and as delegated by Support Coordinator
  8. Ensure that NRC’s related activities are implemented within NRC’s Protection mainstreaming guidelines and reports any breaches/concerns to the line manager and/or focal point for proper action.

    Specific responsibilities

    • Assist in the production of donor financial reports and any other financial management reports.
    • Participate in budget preparation for new proposals and grant applications on agresso and in donor formats
    • Prepare transactions to be posted
    • Assist in preparing the auditors requirement and tax declarations.
    • Coordinate with area Finance Officers, Project Managers, Area Manager regarding financial report and budget preparation
    • Ensure allocation of expenses in line with approved budgets and projected expenditures (master budget, consolidated allocation tables, BPO, etc.).
    • Support the maintenance of financial archives in accordance with donor requirements.
    • Post transactions and prepare Financial reports (BvA, BRS, Donor reports, payroll) as per need
    • Consolidate financial reports of both AOs
    • Verify and post payrolls of both AOs
    • Follow-up on AOs payments from different Financial Service Providers
    • Provide ad hoc technical support and trainings for both Finance and Project staff in coordination with Finance Manager

        Professional competencies

        • Bachelor degree in Finance or a related major
        • Minimum of 2-3 years’ relevant experience
        • Familiar with grants proposal writing and reporting
