1. Role and responsibilities 

The purpose of the Finance Coordinator is to be responsible that the financial set up is according to NRC standard and to support programme/ project implementation – Ukraine Mission. Ensure that the accounting, monitoring, and reporting are according to procedures. Reviewing payment documents and ensure accuracy and compliance with donor requirements 

Generic responsibilities 

Ensure that Office set up adhere to Financial Handbook, NRC policies, donor and audit requirements  Implement NRC’s financial systems, routines and procedures  Maintain overall budget control and monitor cash flows.  Management of office’s finance team  Provide regular analysis and reports for the projects  Support the management to Implement anti-corruption policy  Management the financial software for proper control and regular periodic closing.  Capacity building of the non-finance staff (Program teams) on financial management.  Capacity building of area finance team.  Ensure that NRC’s related activities are implemented within NRC’s Protection mainstreaming guidelines and reports any breaches/concerns to the line manager and/or focal point for proper action.  

Specific responsibilities 

Review and ensure accuracy of an implementing partner financial report and respective supporting documents  Review payment documents and ensure accuracy and compliance with donor requirements. Oversee with Banks, their reconciliations, etc.  Ensure that the accounting, monitoring, and reporting are according to NRC and Donor procedures. Review and ensure accuracy of all the financial data entered in to Agresso. Ensure data archiving as per NRC standards and policies.  Manage, train and guide Finance Officer(s)/Assistant(s) in Area and Field Offices.  Support Finance Manager in following up with the budget holders on spending plans and monthly cash forecast  Support project/programme staff in budget preparation, spending plans and BVA monitoring and timely payments  Support area off  month end, year end and project end closures as per NRC and donor  procedures. Provide support to all audits at area level.    Ensure optimal allocation of expenses in line with approved budgets and projected expenditures (master budget, allocation tables, etc.).   Provide finance raining and capacity building to finance and non-finance staff at area level.  Implement any other Finance related task as requested by the Live Manager.

2. Competencies 

Competencies are important in order for the employee and the organisation to deliver desired results. They are relevant for all staff and are divided into the following two categories: 

1. Professional competencies   

Minimum 2 years  of experience in a finance position  either in the Commercial Sector or INGO.  University degree in accounting, finance or equivalent is preferred. Experience from working in complex and volatile contexts. Documented results related to the position’s responsibilities . Knowledge about own leadership skills/profile. Solid knowledge of computer software and modern accounting systems.  Fluency in English, both written and verbal.  Proficient in Microsoft Excel. 

2. Behavioural competencies
