DRC (Danish Refugee Council), founded in Denmark in 1956, is Denmark’s largest and the world’s leading non-profit, independent, rights-based refugee organization.

We protect lives and human rights and empower beneficiaries throughout conflict displacement by providing shelter, food, and hope in terms of work, education, and integration towards a sustainable future.

Since 1998, programmes in the South Caucasus are designed through a “protection lens”, ensuring that all activities integrate protection principles. As such, we will continue to work on expanding our knowledge and ensure durable solutions are provided to IDPs, returnees and host communities, and as well as make IDPs, returnees, host communities and persons in a refugee-like situation aware of and actively claim their rights, through legal assistance and awareness raising.

The main DRC donors in the South Caucasus in 2024 are SIDA, the Norwegian Ministry of Foreign Affairs, the European Union. The fundraising efforts have been undertaken with other donor organizations, which could potentially affect organizational priorities, the scope of work and tasks related to this position. The operations span across the whole of Georgia with over 26 employees in 4 offices, including two field offices in Abkhazia.

Position: Finance Coordinator (National Contract)
About the job:

DRC is looking to recruit an experienced, highly qualified, and enthusiastic professional for finance unit in Georgia. The Finance Coordinator will ensure smooth, effective, and efficient operations in finance.

The Finance Coordinator will undertake the following tasks outlined below:

Tasks and Responsibilities:

Support
• Support the development and implementation of financial management capacity building of regional and field office staff:

- Introduction of DRC new financial manuals policies and guidelines in the form of PPA presentations or online meetings.

- Provide technical support related to DRC Dynamics Project Management & Accounting and Financial modules and communicate any updates among respective staff.

Financial Management

In close cooperation with respective managers, reinforce existing procedures and systems for financial management and control in compliance with DRC guidelines and donor requirements. Contribute to the development of budget proposals. Monitor expenses and ensure the funds are treated in line with the budget. Support timely delivery of quality financial reports to donors and internal reports to colleagues and HQ. Ensure compliance with relevant country specific statutory requirements such as tax, pension fund and other levies. Prepare and submit statutory reports such as pension fund, income tax, VAT return, etc. Ensure proper control of Month End Processes such as monthly monitoring and reconciliation of balance accounts, advances and expense reports, bank and cash reconciliation in DRC Dynamics. Perform shared cost allocation procedures at the end of each month in DRC Dynamics. Preparation of internal tools - BASs and BFUs for monitoring of expediters vs budgets and identifying gaps on a monthly basis. Ensure thorough and effective budgetary control in the country programmes. Liaise with relevant Managers on key financial issues for all programmes in the country, including co-funding, financial reporting, key variances and any remedial action. Collect cash forecasts from all Program Managers and request funds in a timely manner. Maintain a continuous overview of funding levels and pay particular attention to shared support costs, including staff salaries. Act as a focal point of external and internal audit and ensure submission of all required documentation for financial audits in cooperation with Coordination staff and HQ. Prepare for local audits. Act as timesheet focal point. Ensure financial management of local partners - Check financial reports and vouchers against expenditure lists received from local partners and approve the reports, conduct financial capacity building training for local partners. Ensure all payments are made in accordance with DRC regulations and applicable local legislation. Ensure all expenses are registered in DRC Dynamics in a timely manner and with high level of accuracy. Act as a focal point for monthly logbook control and fuel cost allocation to projects for Georgia Proper. Ensure all bank and cash statements are reconciled with high level of accuracy and in accordance with DRC’s month end closure timeline.

A university degree in Finance, Economics, Business Administration or Management, or another relevant field is required. A minimum 5 years of experience in a similar role. Experience in NGO sector is desirable. Full professional fluency in English and Georgian languages. Excellent Computer Skills and an advanced proficiency in Excel are required. Experience of working in ERP systems would be advantage.

Contract length: 8 months with possible extension subject to funding

Salary and conditions in accordance with Danish Refugee Council’s Terms of Employment for national staff. This position is placed at salary Scale Band G.
