Job Summary

The Finance Officer will be primarily responsible for the financial management of grants to ensure full compliance with donor rules and regulations. He will monitor pipelines, monthly invoices, and needs as required.

Position Responsibilities

  • Work with assigned grantees to finalize their budgets and budget narratives, ensuring that all costs are reasonable and necessary; obtain documentation to support budgeted costs
  • Comprehensive analysis of grants terms and conditions to ensure that the sub-recipients have the organizational capacity or are able to acquire the necessary capacity to successfully perform and meet contractual obligations
  • Ensure that grantees’ financial status reports agree with their accounting records
  • Monitor those in-kind contributions of goods and services are supported by adequate documentation
  • Monitor that grantees’ financial management systems have adequate internal controls
  • Monitor the activities of sub-recipients as necessary to ensure that USG funds are used in accordance with the terms and conditions of the prime award
  • Expert interpretation of donor (USG) rules and regulations
  • Standardization of administrative procedures for efficient grants management
  • Development of contractual documents including templates and ancillary business forms
  • Capacity building and replication of contract portfolio management systems and best practices in award and sub award management
