    Introduction

    The project is funded by the U.S The Bureau of Population, Refugees and Migration (PRM) and links to CPO TUR 159 (Policies and programmes implemented by constituents aimed at protecting migrant workers' rights and promoting decent employment for the Syrian refugees and migrant workers -Outcome 9).

    The ILO commits to support decent work for all, including migrant and refugee workers, by promoting rights at work and decent employment opportunities, enhancing social protection and strengthening the social dialogue. The ILO in Türkiye has been supporting refugees’ access to decent work opportunities since 2015 and adopted a comprehensive, holistic and integrated Refugee Response Programme.

    The overall objective of the Project is to strengthen the resilience and social cohesion of refugees and host communities in Türkiye by promoting access to decent work and sustainable livelihood opportunities.

    Objective 1: Refugees and host community members have better access to the labour market and remain in employment through improved employability and employment services and enhanced social cohesion.

    Objective 2: More and better income opportunities provided to refugees and host communities through sustainable income generation and job creation.

    Objective 3: Working conditions of refugees and host communities improved through enhanced labour market governance and enforcement.

    The Finance and Administrative Officer will be the main responsible person for the smooth implementation of the project’s finance and procurement related tasks according to ILO rules, donor requirements and in line with project cycle management principles, and undertake the duties and responsibilities detailed under Section 3.

    2. Reporting lines:

    The Finance and Administrative Officer will report to the Senior Project Coordinator under the overall supervision of the Director of the ILO Office for Türkiye.

    Description of Duties

    1. Ensure that the project expenditures are realized in accordance with the approved project budget and in compliance with the ILO’s financial rules and regulations.
    2. Undertake all financial transactions, monitor expenditures and ensure the execution of all payments which involve interpretation and application of ILO administrative and financial regulations and procedures.
    3. Prepare the financial reports of the project and where appropriate consolidate expenditure forecasts based on approved allocations for all sources of funds and propose necessary changes in budget allocations.
    4. Maintain financial records of allocations, expenditure control data and reconciliation statements of expenditures.
    5. Flag the project management about the project expenditures and commitments if there is any irregularity or necessity for new request of payment from the donor.
    6. Prepare or oversee the preparation of standard solicitation documents and procurement requests. Conduct bidding processes ensuring compliance with applicable standards and participate in the analysis and evaluation of received proposals.
    7. Prepare for approval purchase orders within delegated authority. Provide guidance to concerned parties on contractual rights and obligations and recommend amendments to and extensions of contracts.
    8. Ensure that the procurement and contract management of the project are conducted in compliance with both the project contract and its annexes and the ILO’s relevant rules and regulations. Monitor all contracts administered by the project in accordance with ILO policies, rules, and instructions.
    9. Liaise with vendors and relevant departments of stakeholders to ensure that ILO procedures are followed in procurement processes.
    10. Maintain regular files and data on the project expenditures and enter/verify data at the ILO’s financial system.
    11. Conduct research and analyze data and information on a variety of operational related subjects. Prepare analytical reports to contribute to programme/project monitoring and provide inputs to reports and other communications.
    12. Supervise financial and administrative arrangements and procurement for official meetings, conferences, seminars, workshops, training sessions and other activities under the project.
    13. Perform necessary tasks under the ILO’s internal integrated resource utilization system and software (IRIS).
    14. Undertake missions independently or accompanying others to review financial and administrative matters of project activities.
    15. Perform other duties as may be assigned by the Senior Project Coordinator and the Director of ILO Office for Türkiye.

    Required qualifications

    Education

    - University degree (bachelor’s or equivalent) in economics, finance, business administration, public administration, social sciences or related fields.

    Experience

    - Three years of professional experience in finance and accounting.
    - Experience in managing finance and procurement of donor-funded projects.
    - Knowledge and experience in UN and ILO finance and procurement procedures will be an asset.

    Languages

    Excellent command of English and Turkish both oral and written.
