Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

    Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

    Introduction

    The ‘Decent Jobs for Egypt’s Young People (DJEP) Phase II – “Together to Develop the Youth in Damietta” project aims at supporting the creation of decent employment opportunities for young men and women in the Governorate of Damietta. Gender considerations and increased women’s participation into the labour market will be a focus of the project in addition to the promotion of green jobs. The inclusion of people with disabilities will be a cross-cutting area of intervention across the project. The 60 months project builds on the successes and learnings of the first Public Private Partnership project “Decent Jobs for Egypt’s Young People (DJEP): Tackling the Challenge Together in Damietta” implemented by ILO with the support of Methanex from April 2019 to September 2023. Through a mix of activities including business skills development interventions as well as facilitating job matching the first intervention managed to generate 725 jobs created. This second intervention will build on these results as well as on the strong partnerships established with the local entities with an overall objective to reach 1000 employment opportunities.

    Reporting Lines: The Project assistant will work under the overall guidance of the DWT/Cairo Director and the direct supervision of the National Project Coordinator.

    Description of Duties

    1. Collect and maintain information from records and reports, compile socioeconomic or other relevant data, and prepare reports on project activities.

    2. Organize data and information, prepare and maintain records, documents and control systems for the monitoring and evaluation of the project.

    3. Contribute to the preparation of reports, preparing tables and drafting selected sections.

    4. Review and evaluate training coordinators’ reports.

    5. Prepare background information for use in programme and budget preparations.

    6. Participate in the briefing of project and other programme related activities.

    7. Review plans of operations and other project related documents and take appropriate follow up action.

    8. Carry out specific administrative operational /control tasks for project activities.

    9. Assist to verify the performance of project outputs and defined activities in line with implementation work plans and set objectives.

    10. Contribute to creative ideas that takes into account gender and diversity considerations for further programme development and draft portions of programme and budget proposals, project proposals, programme background, strategy papers, objectives, project reviews and evaluation.

    11. Assist with facilitating logistical arrangements for seminars/workshops/meetings including report preparation.

    12. Perform other duties as may be assigned by the supervisor.

    Required qualifications

    Education

    Completion of secondary school education, supplemented by technical or university level courses in the field of Economics, Business Management or any other related field.

    Experience

    At least 6 years of progressively responsible clerical or administrative work, of which at least one year in project support activities.

    Languages

    Excellent command of English and a good working knowledge of Arabic (orally and ‎written).

    Competencies

    Good knowledge of the purpose and functions of the technical programme and the other offices and sectors interacting with the programme.
    Knowledge of technical data and good administrative skills to provide programming support.
    Good knowledge of programme planning, implementation and evaluation principles, practices and procedures.
    Ability to work with word processing and spreadsheet software, as well as computer software packages required for work.
    Ability to prepare preliminary reports and to draft correspondence. Good analytical skills.
    Ability to communicate effectively both orally and in writing.
    Ability to deal with a range of staff and to respond to their queries.
    Ability to work in a team and to work under pressure.
    Good organizational skills. Excellent time management skills. Supervisory skills.
    Must demonstrate responsible behavior and attention to detail.
    Ability to work and communicate with people in a polite, courteous and cooperative manner.
    Must display high standards of ethical conduct. Must demonstrate honesty and integrity.
