  1. Role and responsibilities

    The purpose of the Field Office Coordinator is to ensure quality support to program implementation in the NRC Libya- Sebha sub-office ; ensure security policies and procedures are implemented and adhered to; and ensure effective liaison between NRC and Area level stakeholders.

    Generic responsibilities (max 10)

    These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work and Development plan.

  2. Line management for support staff in Sebha Field Offices (Finance, HR & Admin, Logistics, ICT, and Security)
  3. Member of the Area Management Team (AMT)
  4. Compliance with and adherence to NRC policies, guidance and handbooks, and donor/auditor requirements
  5. Provide input on operational support to Area Strategy, and to coordinate and align operational support with program plans
  6. Responsible for implementation of new country specific technical SOPs, guidelines and tools in Area Field Offices (Finance, HR & Admin, Logistics, ICT, and Security)
  7. Coordinate and assist with budgets and costs for Area Field Offices’ shared costs and support functions
  8. Provide support in the training and development of Area Field Office staff
  9. Coordinate and cooperate with NRC stakeholders (government, UN, INGO/NGO/CBO) and relevant partners, according to strategy and plans
  10. Complete regular reports on functional responsibilities to Area Manager and Country Office
  11. Promote the rights of IDPs/returnees in line with the advocacy strategy.

     

    Specific responsibilities 

    These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly. 

  12. Assess the humanitarian situation in Sebha and the surrounding areas. 
  13. Identify the needs and vulnerabilities of the affected population, including women, children, the elderly, and people with disabilities. Check on alignment of needs with mainstream NRC programming. 
  14. Identify gaps in the provision of humanitarian services and the capacity of local organizations and international organizations to respond to the needs of the affected population. 
  15. Map the existing humanitarian services in Sebha, including the presence of local and international aid organizations, government services, and community-based organizations. 
  16. Assess the security situation in the area and the ability of aid workers to access affected populations safely. 
  17. Evaluate the coordination mechanisms in place among aid organizations, government agencies, and other stakeholders. 
  18. Engage with affected communities and understand their perspectives on the humanitarian situation. And priority areas of interventions
  19. Make recommendations for the provision of appropriate humanitarian services to address the identified gaps and inform the development of a comprehensive humanitarian response plan for Sebha and the surrounding areas. 
  20. Other tasks as assigned by the Area Manager.

  38. Knowledge of Myanmar and other major ethnic languages in Northeast Myanmar 
  39. Experience with similar position in other organisations
