Job Overview:

The Field Office Coordinator will help implement and monitor both operation & programmes – in Nangarhar Field Office and surrounding areas. The aim of this position is to track all the projects implementations; if going on track, time-based and to the deadlines.

Field Office Coordinator will maintain a close contribution and cooperation in lieu of project implementation in the office with all the departments; giving enough support, positive feedback & providing durable solution for challenges. 

The Field Office Coordinator will report to the C/E AO Area Manager (Central Area Office, Kabul), working under the guidance of the C/E AO Area Manager in consultation with the Area Program Manager.  He/ she will play a key role in setting up and implementing all Field Office related issues e.g. recruitments, procurements, security adjustments and will allocate more time attending meetings on behalf of NRC with other stakeholders and government, local authorities etc.

Responsibilities:

Generic responsibilities:

Manage support staff at field office level Manage day to day HR & Admin, finance, logistics and security tasks of the field office  Ensure adherence to NRC policies, handbooks, procedures and SOPs/guidelines in the field office. Ensure adherence to Security and Risk Management policy and procedures Coordinate and assist with budgets and costs for the field office’s shared costs and support functions with the field office Provide support in the training and development of staff of the particular field office Provide support to project implementation at field office level  Coordinate representation meetings with the UN, partners and authorities with field office Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific responsibilities:

Represent to all appropriate authorities and act in all official work concerning the Norwegian Refugee Council in Nangagar. Coordinate all area level programme and operational activities including organizing Field Level project review meetings where necessary and follow up action points from Area Level PRM in close collaboration with APM. Identify, initiate and follow up on advocacy issues at provincial level in close coordination with the Area Manager and Area Program Manager. Ensure support functions are well managed according to NRC policies and in order to support overall programme implementation. Ensure legally binding financial contracts and payments at field level are made as per the threshold limit stipulated on the authorization table. In collaboration with the HSS Coordinator and Officer, ensure that the Security Plan for the province is updated regularly and ensure all staff adheres to NRC´s security rules and guidelines Through close monitoring of the context, develop approaches and activities ensuring promotion of the Do No Harm principle. Lead access negotiation and continue to maintain good and principled relationship with authorities. 

Generic professional competencies:

MBA/BBA in business administration or Secondary education with specialized certification in Management and at least 6 years’ relevant experience. Experience from working in support & programme functions in a humanitarian/recovery context Planning and delivering results Empowering and building trust Handling insecure environment Previous experience from working in complex and volatile contexts Documented results related to the position’s responsibilities  Fluency in English, both written and verbal
