This platform fosters regional engagement for project preparation aimed at mobilizing finance for biodiversity conservation within the broader framework of enhancing climate resilience in the Arab region. Duties and responsibilities Under the overall supervision of the Cluster Leader and Director of the Arab Centre for Climate Change Policies and direct follow up by the Economic Affairs Officer coordinating the multi-stakeholder biodiversity platform, the expert would be responsible for the following overall duties, namely: • Coordinate with ESCWA on the agenda and scheduling of each session. • Draft a template to be used by working group members to prepare project concept notes and proposals under the platform in consultation with ESCWA. • Propose an elaborated outline and develop four training modules (40 pages covering the following topics: (a) Context and Background; (b) Setting Objectives and Developing the Project Plan; (c) Budget Formulation and Work Planning; and (d) Risk Management, Monitoring and Evaluation and Reporting), using case studies, practical examples, interactive exercises and visual aids, plus PowerPoint presentations, based on feedback received by ESCWA. • Deliver four virtual capacity building sessions using the developed training materials. • Provide three days (8 hours/day) of technical assistance to support the preparation of project concept notes. • Final report (3-4 pages) evaluating the capacity building and technical assistance activities provided with findings and recommendations. Qualifications/special skillsA master’s degree in environmental management, biodiversity, climate change, economics, finance, or sustainable development policy field is required. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. At least 10 years of work experience in environment management, biodiversity, climate change, economics, finance, or related field is required. At least five years of experience preparing project proposals and managing projects in the areas of environment, biodiversity and/or sustainable development is required. Demonstrated proposal writing skills, including experience preparing logical frameworks and key performance indicators is desirable. Experience working in the Arab region is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For this position, fluency in English is required. Knowledge of Arabic is desirable. Knowledge of French is desirable. Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.
