The purpose of the Emergency Response Project Manager is to lead the operative actions of the Rapid Response Unit – RRU in Colombia, guaranteeing coordination with the attention systems, the technical quality of the projects, the correct use of resources, and capacity build staff related to the emergency response.

General Responsibilities:

  1. Line Management for emergency project staff 
  2. Coordinate and manage emergency response project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements.
  3. In close collaboration with others, contribute to the development of emergency response strategies and approach, including new emergency projects. Develop Macro LFA and guidance for proposals
  4. Contribute to fundraising, develop and revise funding proposal, budgets and donor reports, based on technical standards and donor priorities 
  5. Implement technical direction and ensure high technical quality of the emergency projects 
  6. Ensure systematic training and build capacity of technical staff
  7. Represent NRC in relevant forums/Clusters, including in meetings with national authorities and donors at national level related to emergency response
  8. Compliance and adherence to NRC policies, guidance and procedures
  9. Promote the rights of internally displaced/repatriated people in accordance with the advocacy strategy. 
  10. Staying up to date with donor’s norms, as well as with the technical and financial guidelines that fund NRC’s Rapid Response Unit operation and promoting said guidelines and norms inside the RRU´s team.
  11. Ensure that projects are directed towards people with greater needs of assistance. Explore and evaluate new and better ways to respond.
  12. Establish contacts and collaborate with pertinent local authorities, as well as other key counterparts.
  13. Contribute to organizational learning through technical analysis, recompilation of lessons learned, and technical reports in relation to emergency response.

    Specific Responsibilities:

    1. Monitor the humanitarian situation and ensure that there is a context and conflict analysis of the situation in Colombia.
    2. Liaise with relevant stakeholders to ensure there is a constant information flow about potential new displacements   
    3. Ensure that response teams are activated and ready when needed in compliance with activation protocols.
    4. Provide support with the setup of information management structures for data collection, reporting and M&E
    5. Provide support with the development and implementation of Rapid Needs Assessments. 
    6. Contribute to any publications and lesson learnt papers at country level.
    7. Contribute to the Emergency Preparedness Plan and Minimum Preparedness Activities.
    8. Promote the Rapid Response Unit team’s application of standard management and emergency response procedures designed for NRC’s CO++ operation, as well as its complementary guidelines and tools (Information Management Systems, Response Strategies, and Emergency Preparation Plans).
    9. Supervise and manage the emergency response projects that are being implemented around Colombian territory[KD1] [IC2] . This includes leading the prioritization and validation of interventions and supervising the construction of response plans for their development by the members of the RRU team.
    10. Contribute to context analysis, the construction of scenarios for possible emergency response interventions; and sharing this information with the interested parties.
    11. Lead proposal development and ensure implementation, reporting, monitoring and evaluation of approved projects.
    12. Oversee the financial and programmatic execution of response projects under RRU, to promote the correct use of resources in accordance with the proposals and ensuring the quality of implementation in terms of cost/benefit.
    13. By delegation of the Area Management, represent NRC in the territorial coordination spaces related to emergency attention. Likewise, in coordination with the Area Management, participate in the operational committees of the Consortiums.
    14. Ensure coordination between the RRU and other NRC Operational Areas to prioritize emergencies where complementary emergency response support is required.

      6. Documented results related to the position’s responsibilities

      8. Fluency in Spanish and English, both written and verbal 

        Context related skills, knowledge and experience:

      9. Previous experience working with victims of the internal armed conflict in Colombia, preferably in crisis situations, in areas of high complexity and difficult access.
      10. Knowledge of Law 1448 and the regulations on assistance to victims of the armed conflict in Colombia.
      11. Knowledge and management of humanitarian architecture.
      12. Knowledge of community-based organizations and territorial governments.
      13. Knowledge of the organization of ethnic communities and their regulatory framework.
      14. Knowledge of humanitarian action donors (ECHO, BHA/USAID, COSUDE) will be positively valued.
