Emergency Partnerships and Deployments Officer
Organizational Setting and Work Relationships
The incumbent is a member of the Emergency Preparedness, Deployments and Partnerships Section (EPDPS) of the Division of Emergency, Security and Supply (DESS) and work closely with UN Agencies, Emergency Standby Partners, and other key stakeholders on effective deployments of personnel and service packages to emergency operations. The incumbent reports to the Chief of Section, and will work closely with other sections of DESS, Headquarters divisions, Regional Bureaux and country operations.
The Emergency Deployment and Partnerships Section consists of two units: Emergency Preparedness Unit and Deployments and Partnerships Unit. The incumbent leads the Deployments and Partnerships Unit that has three regular positions: the Emergency Partnerships and Deployments Officer and two Emergency Deployments Associates. The team may be reinforced by an additional colleague on temporary assignments, as required. The incumbent directly supervises the two Emergency Deployment Associates (G6) and works closely with other team members of the Section, especially the Information Management colleagues, as well as the Emergency Policy and Capacity Development Section within DESS.

Years of Experience / Degree Level
For P3/NOC - 6 years relevant experience with Undergraduate degree; or 5 years relevant experience with Graduate degree; or 4 years relevant experience with Doctorate degree
Field(s) of Education
Political Science; International Relations; Refugee and Forced Migration Studies;
Development Studies; Peace and Conflict Studies; Security Economics; or other relevant field.

Essential
Previous job experiences relevant to the function, including in refugee, IDP and/or other humanitarian emergency or complex operation(s) in the field. Demonstrated excellent drafting, analytical, communication, coordination and organizational skills. Team building, creative thinking, flexibility and time management to effectively respond to the rapidly changing needs of emergency operations.
Desirable
Understanding of UNHCR’s Emergency Policy and related guidance. Good knowledge of UNHCR’s administrative, financial and human resources rules and regulations. Good knowledge of UNHCR’s protection and programme at field level. Experience in developing strategies and SOPs, as well as providing capacity building.

Operational context
The number, scale, and complexities of emergencies UNHCR responds continue to grow in recent years. Division of Emergency, Security and Supply (DESS), in close collaboration with other relevant stakeholders, continues to enhance UNHCR’s emergency surge mechanisms to support emergency operations’ responses. The portfolio of this position covers a wide range of tasks, spanning from effective management of UNHCR’s emergency roster mechanisms, including individual deployment case management, through strategic engagement and advocacy with standby partners. Responding to multiple urgent emergency deployment needs and evolving challenges often require considerable degree of flexibility and adaptability, including working hours and modus operandi. Effective management of emergency deployment schemes also requires attention to details, swift and proactive actions, and ability to find pragmatic solutions.
