The Economist represents the ITUC in economic, employment and labour market policy making. As a senior member of the Economic and Social Policy team, your rigorous research and persuasive policy advocacy contributes to our impact in intergovernmental cooperation. You are driven to ensure that the social dimensions of globalisation, including decent work and fundamental workers’ rights, is at the centre of decision-making in the world’s major global and regional institutions.
The International Trade Union Confederation (ITUC) represents its affiliates in major global governance and policy setting fora. We have affiliated organisations in 163 countries and territories that represent 200 million trade union members.
JOB DESCRIPTION
The Economist keeps the international trade union movement informed of macro-economic and employment policy developments. He/she advocates for trade union priorities including good public policy, coherence of workers’ rights with social, economic and political inclusion, solid employment and industry policy as well as sustainable development and measures for reducing inequality. A main pillar of the ITUCs union economic advocacy is regulating economic power.
The Economist will work within the Economic and Social Policy Department and reports to the Director of Economic and Social Policy.
Responsibilities will include:
· Research and prepare policy statements, information briefs and public and media communications on the policies and activities on global economic and social policy and development questions of concern to trade unions
· Research and prepare economic briefings and submissions on specific policies, projects and programmes that are of concern to trade unions, including economic, employment and labour market policies in compliance with international labour standards
· Respond to research requests from affiliates and provide analytical support for engagement between trade union affiliates and economic and social policy setting bodies at international, regional and national levels
· Develop and maintain relations with economists in international bodies including the ILO, the G20, academics and researchers in relevant institutes and non-governmental and civil society organisations, think tanks and networks
· Undertake advocacy with international institutions and in experts meetings and fora including policy debates
· Carry out such other work as shall from time to time be required.
Person specification:**
· Experience in and/or demonstrated knowledge of the role and function of the trade union movement, particularly at the international level, including the range of policy and political economy issues that concern trade unions
· University-level education in economics and labour studies or similar fields, or a combination of relevant experience and training
· Strong research, presentation, advocacy and negotiation skills
· Demonstrated knowledge about and/or research experience in international economics and evidence-based policy advice (minimum 5 years experience)
· Understand environmental economic impacts including the importance of the integration of financial governance for climate policy, the role of Central Banks and financial institutions and contemporary research on climate and employment mandates
· Fluency and excellent writing and verbal skills in English is essential; good knowledge of French or Spanish and other languages an asset
· Ability to present highly technical subjects, in writing and verbally, to high-level officials, political and opinion leaders as well as to communicate clearly to general audiences
· Flexibility and ability to work in a small team and under pressure to meet tight deadlines, with strong attention to detail
· Availability to undertake international travel as required.
