The Director, Infrastructure and Camp Improvement reports to the Deputy Commissioner-General (Operational Support). ResponsibilitiesLeads on the development and implementation of ICIP strategies and policies to accelerate the Programme’s five core functions, developing work plans, budgets, and monitoring mechanisms; provides strategic advice on infrastructure and camp improvement projects; provides leadership to Programme Chiefs and specialists and is responsible for performance management of ICIP staff. Provides advice and regular reports to the Deputy Commissioner-General (Operational Support) on the planning, implementation and monitoring of camp and infrastructure initiatives, including project management of emergency responses, post-conflict interventions and the streamlining of protection measures across UNRWA installations in coordination with the protection division. Provides guidance to field technical staff on planning, coordination and implementation of projects, including technical and policy advice, ensuring that all plans and activities are aligned with the Mid-Term Strategy and Agency frameworks. Conducts and manages field visits and site management to assess service efficiency, identifies risks and implements remedial measures to ensure continuity of operations in normal and emergency conditions. Participates in meetings of the Senior Management Team; liaises with Headquarter Programmes and Field Directors on all aspects of the work of ICIP, including follow up with donors on project proposals and implementation (in close consultation with External Relations and Communications Department (ERCD) and Field Directors), and provides advice on the management of relationships with contractors. Oversees the clearance of all construction / reconstruction / rehabilitation / maintenance and other engineering projects submitted by the Fields to ensure overall consistency; provides clearance of monitoring and final reports to donors on infrastructure projects and ensures that the projects priority list is followed. Oversees the drafting and implementation of construction / infrastructure management policies and standards with a view to improve construction quality, cost efficiency and protection measures in UNRWA installations. Work ExperienceAt least fifteen years of progressively responsible and relevant professional experience in engineering, camp management and related disciplines is required. Unless already serving as an international staff member in the UN Common System, at least two continuous years of relevant international experience outside UNRWA, and outside the country(s) of citizenship is required. Demonstrated leadership and coordination experience is required.
