Context:

The United Nations Population Fund (UNFPA) in Iraq in collaboration with UNDP is currently supporting Government of Iraq to set up a mechanism to check, monitor and estimate progress on investment being made in young people, with the aim of enlisting political commitment for youth engagement in decision-making at local, regional, and national levels. This mechanism will entail establishment of a Youth Development Index/Youth Scorecard system. A major undertaking in establishing this system will involve selection of priority indicators for youth development through a consultative process and building capacities of government institutions to implement this system.

UNFPA is therefore seeking services of an individual consultant to support in the design and delivery of the youth scorecard system. The consultant will work under the overall supervision of the Representative, with technical support and guidance from the Chief Technical Advisor.

Specific Tasks:

The consultant will:

  1. Carry out desk review of the available literature/studies and data about youth in Iraq, available programs targeting youth, measures to track progress of youth programs, and youth scorecard systems currently available in other countries.
  2. Conduct stakeholder consultations, key informant interviews, focus group discussions on the proposed scorecard system.
  3. Conduct fieldwork in selected sites agreed with UNFPA and government.
  4. Produce a youth scorecard document that addresses the following specific contents among others:
