Position: Deputy Country Coordinator, CGA Sierra Leone
Contract duration: Full time for 12 months with opportunity for extension
Start date: As soon as possible
Closing date: 19 Feb 2023
Position objective: Support Country Coordinator (CC), manage projects, support wider programme development efforts, coordinate country office staff.

We strengthen management and monitoring of information, resources, and service delivery across a range of developing and fragile states, particularly in Africa. Our Work in Sierra Leone

In the past we have worked on Saving Lives, and the Out of School Children Strategy and Study. Currently we are working on two projects, both for the Teaching Service Commission: Wi De Ya, Sierra Leone's education attendance monitoring system, and the Teacher Management Information System.

Role details

  • Manage 5-20 staff alongside the CC, staff numbers dependent on ongoing projects.
  • The DCC reports to the CC on country management and the Project Directors on project management.
  • The work location is the CGA Freetown office though we often work from client locations around Freetown and district towns.
  • Travel outside Freetown is likely up to 10%.
  • Work hours can be flexible depending on project requirements. Our office hours are usually 0830 to 1700.

Responsibilities

  1. Project management
    1. Project management of designated projects
      1. Compliance with project management manual and tech SOPs
      2. Ensure projects are conducted in a timely manner
      3. Ensure outputs are high quality, user friendly, and effectively inform
      4. Communicate project outputs to stakeholders according to their needs
      5. Engage local stakeholders in all work
    2. Staff task management across country projects
    3. Team planning and scaling
    4. Costs to complete support to project managers
    5. Liaison within wider Corus International in Sierra Leone
  2. Programme/Business Development (PD)
    1. Together with the CC develop annual country strategies for CGA SL
    2. Focal point for PD as default bid coordinator for Sierra Leone opportunities
    3. Maintain strong relationship with donors and partners and position CGA as a key systems strengthening actor
    4. Support PD manager and Country Coordinator identifying opportunities
    5. Manage country relationship with CGA’s Head of PD
  3. HR management
    1. Deputise for Country Coordinator in his/her absence
    2. Manage staff contract renewal, support gap identification and recruitment
    3. Continuous professional development support to staff and other manager
      1. Ensure regular staff reviews, by conducting or supporting managers
      2. Guide self-development of SL team using CGA’s established processes
      3. Deliver technical/project management training in line with skills
    4. Line manager of fellows assigned to SL office
    5. Application of CGA policies to SL context
    6. Provide pastoral support to staff, one-on-one sessions, wherever required
  4. Finance and admin oversight
    1. Ensure and support staff to use appropriate CGA systems and procedures
    2. Support central and country finance team with approvals and planning
    3. Ensure country office compliance with advice from auditors and central finance
  5. Logistical oversight
    1. Coordinate occasional visits from wider CGA
    2. Support staff with accommodation and transport
    3. Provide country briefings on security, supported by the CGA security focal point and the CC
    4. Coordinate national staff insurance contracts

Skills, experience and qualifications

Essential skills

  • Excellent academic qualifications.
  • At least 3 years of experience of development or humanitarian work.
  • Project management experience.
  • Accuracy in communication, written work, and judgement.
  • Team leadership, compassion and subordinate development as key working practices.
  • Driven by our mission to reduce poverty and exclusion to work in a high energy environment.

Desirable skills and qualifications

  • Progressively senior roles.
  • Experience working in at least two of Government, NGO, private sector.
  • Relevant post-graduate education is welcome.
  • Applications from the global south are encouraged. In the case of similarly evaluated candidates, Sierra Leoneans will receive preference.
