Background:

Ma3an is a seven-year program funded by the United States Agency for International Development (USAID) and implemented in cooperation with the Presidency of the Government. Ma3an’s goal to increase Tunisian youth civic engagement and economic opportunities. At the community level, Ma3an uses a community-driven youth development model to inform and support sustainable interventions through ongoing collaboration between community actors that are inclusive, participatory, and solutions-driven. These include working with and through local CSO partners to understand local dynamics in each community; and implement community-driven youth development programming involving youth, local NGOs, local government, and other community leaders through community-specific grants.

Position/Responsibilities:

The Data Analyst will report to the Monitoring, Evaluation (M&E) Director and will be responsible for collating Ma3an activity data to optimize data management, developing dashboards for data visualization and capturing data that offer actionable insights as well as accurate reporting. Essential Job Functions: Duties and Responsibilities

DATA MANAGEMENT SYSTEM:

  • Maintain Ma3an Data Entry Application (PowerApps) by checking for bugs or potential improvements.
  • Provide support to Ma3an local partners on how to use the Ma3an data management tool.
  • Program and test data collection instruments using tools such as Open Data Kit (ODK) or KoboToolBox.
  • Make sure that all Ma3an deliverables are uploaded into SharePoint.
  • Audit the quality of the data entered in the Ma3an data management system.
  • Conduct user training including the development of training materials related to the Data Management System.
  • Provide support to the MEL Officers in case of any technical issue with the system.
  • Contribute to the development of data collection, data entry, and data analysis tools and processes.
    • Take the lead on implementation, monitoring, and review of QA procedures.

      REPORTING:

      • Update Ma3an Dashboard with project objective indicator measurement and targets.
      • Create a PowerBI Dashboard for each Ma3an component.
      • Update PITT with any change on indicators, target, and measurement.

        DATA ANALYSIS AND VISUALIZATIONS

        • Perform periodic data cleaning of Ma3an Database, using pre-developed python codes.
        • Produce periodic analysis and visualizations using Power BI
          • Prioritize data inputs according to the workplan and team schedules.
          • Oversee the collection of Data coming from different stakeholders.
          • Collect and compile and present quality data reports.
          • Analyze data to identify areas for improvement in the quality system.
          • Participate in improving internal processes to strengthen data capture and management.

            Eligibility Criteria:

            • Bachelor's Degree in management or information technology (including Data analytics or Data mining or Database design or statistics),
            • 3– 5 Years of related work experience,
            • Experience working in international environment is preferred but not required,
            • Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy,
            • Adaptable to a high-speed large team environment
            • Proven experience in data management, data cleaning, data Analysis
            • Good knowledge in reporting packages, databases (SQL), Power BI, XML
            • Experience using statistical packages for developing and analyzing datasets (Advanced Excel),
            • Experience programming data collection instruments using ODK and/or other survey tools.
            • Experience using PowerApps preferred,
            • Report writing and presenting findings experience will be an asset.
            • Organizes and follows complex and/or detailed technical procedures and processes.
            • Works independently and performs the job with minimal supervision.
            • Presentation and facilitation skills.
