How can you make a difference? 

Background:

The consultant will be responsible for the production of a high-quality external end-product of the in-depth assessment of nexus hromadas. Throughout 2024, UNICEF will invest heavily in the nexus priority hromadas in the east and south, making a strong baseline critical for both measurement of progress and programme design. Additionally, as the UN agencies increase their focus on recovery priority areas, this piece will act as a key UNICEF contribution to collective assessments and monitoring.

Purpose of assignment:

Draft in-depth assessment by end May (depending on availability of initial data set and step 1 above). Working together with focal points, produce an analysis at hromada level to identify key differentiations, needs and gaps to inform UNICEF programme design. The end result should be a draft mid-length analytical report (~30 pages) including both narrative and key comparative graphs, tables, etc. An external 2-pager covering the key points should also be produced, which can be shared with government, partners and donors. Final in-depth assessment report (by end of June) Based on feedback from UNICEF Ukraine programme and FO staff, the draft report should be finalized and ready for final copy edit and design.

To qualify as an advocate for every child you will have… 

Education: Master's degree or higher in one of the following fields is required: Social Science, Communication, Journalism, English Language, International Relations, Development Studies or a related technical field.

Professional experience: At least 10 years of work experience in a relevant field. Demonstrated experience with high-level vulnerability analyses and assessments, including production of high-quality external reports (examples to be provided).

Languages: 

English: Advanced [C1]; Ukrainian: is an advantage.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
