Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Since joining the UN system and participating in frameworks such as the Global Compact for Migration and the 2030 Agenda for Sustainable Development, IOM has increasingly been expected to contribute its policy expertise and field experience to the international debate surrounding migration and migration governance. The Migration Policy Repository provides a platform for IOM staff to share and access information on IOM’s national, regional and global policy activities as well as products such as frameworks, guidelines and positions. The Repository thus is a tool for IOM to strengthen its policy capacity and ability to learn from its vast experience.

The Migration Policy Repository defines migration policy as the general principles by which governments and non-government actors are guided in the management of public affairs in the field of migration. Based thereon, the Repository classifies IOM’s policy activities into three categories: (1) The section on IOM Policies/Positions/Strategies brings together IOM’s official policy positions and thematic or regional strategies and frameworks. (2) Programme Guiding Documents consist of internal guidance for IOM operations and build on the more formal policies of section one. (3) The Policy Advice/Support section highlights IOM’s policy advice and capacity building activities contributing to the formulation of migration policies and governance of external entities such as governments, regional bodies, and global fora.

The Migration Policy Repository is managed by the Policy Hub, situated in the Office of the Director General, and constitutes one element of its broader efforts to strengthen knowledge management ant its ability to provide coherent policy advise.

The Policy Hub is also currently developing a Policy Hub platform to enhance capacity development and knowledge sharing in relation to the development of policy work in IOM.

The Policy Hub would benefit from having an external consultant who has experiences in developing migration policy capacity with other UN agencies or international organization and can bring a fresh perspective that is important to develop the Policy Hub’s advisory role in terms of migration policy coherence and adherence to international human rights standards. This would assist in enhancing curation of policy activities, collection and dissemination of good migration policy practices.

Under the direct supervision of the Director a.i. Policy Hub, the successful candidate will review inputs from Country Offices (COs), Regional Offices (ROs) and Headquarters (HQ) in relation to the Policy repository and the Policy Hub Platform, support the externalisation process to the Policy repository (review of policy document and quality assurance) and support the development of the Policy Hub platform.

Core Functions / Responsibilities:

• Review inputs from COs, ROs and HQ in relation to the Policy repository and the Policy Hub Platform;

• Provide advice from migration policy expert perspective regarding the policy inputs from the field.

• Support identification of criteria related to good policy practices.

• Understand the current vetting mechanism and its limitations as well as needs for improvement.

• Identify the approval process – what is the best system to validate inputs (who should be reviewing for what purpose)?

• Identify the technical verification criteria – what is the set of verifiable criteria that can be applied when reviewing inputs in the Repository?

• Support the externalisation process to the Policy repository (review of policy document and quality assurance) .

• Perform such other duties as may be assigned.

Tangible and Measurable Outputs of the Work Assignment

• Ensured review of policy documents in the Policy Repository.

• Defined criteria for good migration policy practices.

• Supported the development of the policy hub platform, developed relevant content related to policy analysis.

• Ensured engagement of CO/RO staff in peer to peer learning across regions (organized meetings and webinar as appropriate).

• Ensured review of Policy repository document to prepare its public launch.

In coordination with the ROs, HQ departments and the Policy Hub, work on the following questions and come up with recommendations:

• What does “migration policy” mean for IOM?

• What are good migration policy practices for IOM?

• How/when should terms such as migration policy, migration strategy, advocacy, policy advise be used?

• Propose ways to utilize policy information collected in the Repository and through exchanges with ROs, Cos and relevant HQ divisions.

• Analysis of geographical/thematic policy trends and identify gaps in IOM’s policy work.

• Support the development of the Policy Hub platform.

• Support the development of good policy work that can be shared in the Policy Hub platform.

• HQ staff to work on coherence and consistency in their thematic policies.

• CO/RO staff to engage in peer to peer learning across regions.

• External stakeholder to benefit from IOM’s experiences and knowledge in light of planned externalization of the Repository.

Realistic Delivery Dates and Details as to how the work must be delivered

• 1 December – 30 January: Ensured review of policy documents in the Policy Repository.

• 1 December – 31 January: Defined criteria for good migration policy practices and supported the organization of ad hoc meetings with Hq divisions, RO, CO.

• 1 December – 29 February: Supported the development of the policy hub platform, developed relevant content related to policy analysis;

• 10 January – 31of January: Ensured engagement of CO/RO staff in peer to peer learning across regions (organized meetings and webinar as appropriate)

• 10 January – 10 February: Ensured review of Policy repository document to prepare for its

public launch.

• 38 days: Ensured review of policy documents in the Policy Repository.

• 40 days: Defined criteria for good migration policy practices and supported the organization of ad hoc meetings with HQ divisions, RO, CO.

• 60 Days: Supported the development of the policy hub platform, developed relevant content related to policy analysis.

• 15 days: Ensured engagement of CO/RO staff in peer to peer learning across regions

(organized meetings and webinar as appropriate).

• 20 days: Ensured review of Policy repository document to prepare for its public launch.

Performance indicators for evaluation of results

• Satisfactory completion of tasks indicated in these ToR-s.

• Quality of the elaborated analysis.

• Adequate and prompt provision of the technical inputs.

• Timely delivery of drafts and deliverables as indicated in these ToR-s.

• Periodic and regular updates on the progress of the policy repository review provided to IOM.

• Level of adherence to the objectives.

• Compliance with the IOM Data Protection Principles; IOM Guidelines on Research Report Writing; IOM House Style Manual; and IOM Spelling List.

• Delivery of any other tasks indicated above.

Required Qualifications and Experience:

Education

• Master’s degree in Law, International Studies, or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Experience of which at least five years are at an international level, preferably involving migration issues;

• Work experience in policy research and analysis involving migration issues;

• Proven capacity to produce policy analysis and research papers;

• Sound experience working with international organizations, regional organizations and other governmental entities, the private sector and civil society;

• Proven experience in communicating to specialized audiences;

• Knowledge of monitoring and evaluation.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Protection Principles (IN/138) and maintain confidentiality.

The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.
