  1. Role and responsibilities

    NRC Libya is looking to hire a Cash and Livelihoods Officer who will be responsible for the day-to-day implementation of the Cash and livelihoods emergency response. The Cash and Livelihoods Officer will provide support to the technical assistants and will directly supervise volunteers. Under the supervision of the Cash and livelihoods Team leader, s/he will ensure that the outreach, assessment, venue arrangements, distribution, monitoring and troubleshooting is implemented in an efficient and smooth manner.

    Generic responsibilities

  2. Management of volunteers and provision of support to technical assistants.
Implement plan of action for delegated portfolio of Cash projects (activities, budget, and project documentation)Day to day follow of progress in project implementation.Ensure compliance with NRC policies CC tools, handbooks, and guidelines.Ensure that projects target beneficiaries most in need and explore and asses new and better ways to assist.Promote and share ideas for technical improvement.Prepare periodic progress reports and other documents.Ensure capacity building of project staff and transfer key skills.Liaison and collaborate with relevant local authorities and stakeholders.Promote the rights of IDPs/returnees in line with the advocacy strategy.Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.

Specific responsibilities 

Conduct vulnerability and needs assessments as well as registration and verifications processes related to the emergency response.Set up cash and livelihoods assets distribution plans, including the preparation of the distribution site, the cash and assets entitlements, and any necessary documents under the emergency response.Conduct data collection exercises and post distribution monitoring surveys.Ensure all cash and assets distribution activities are well documented by collecting and archiving proof of receipt and proof of beneficiaries’ identities.Carry out and supervise distribution activities for cash and livelihoods assets to vulnerable families in collective centers, camps or urban settings.Ensure the management of the cash card inventory and livelihoods assets is done on regular basis and in an accurate manner.Facilitate all livelihoods related trainings and coordinate with trainers, partners, and relevant stakeholders.Coordinate with finance on related payments and with logistics team on related procurements.Conduct household level M&E activities specifically related to the technical aspects of project implementation.Perform any other task relevant to the position as requested by the line manager.
