Background

DRC has been providing relief and development services in the Horn of Africa since 1997. Using a human rights framework, the DRC Somalia operations focuses mainly on people who are affected by displacement, including refugees, internally displaced, and migrant.

Danish Demining Group (DDG) is a specialized unit within DRC which implements mine action and armed violence reduction (AVR) programmes. DDG’s mandate is ‘to create a safe environment free from armed violence and the remnants of conflict’, and DDG does this via a programmatic focus on four key sectors: Security Systems Reform, Small Arms and Light Weapons (SALW) management, Mine Action and Conflict Management.

Overall Purpose of the role:

  • Main focal point for IDP site regarding all information
  • Support Camp Management Committees (CMC) and DRC in carrying out duties
  • Support DRC CCCM project activities implementation

Responsibilities:

  • Regular visits to the CCCM and protection targeted sites each week as per agreed plan in consultation with supervisor and share site report.
  • Facilitate CCCM trainings including government/local authorities on CCCM, CCCM committee, and Solar maintenance committee training
  • Lead in the creation and strengthening of Camp Management Committees (CMCs); build capacity of CMC members through coaching on CCCM principles and practice and reinforce adherence to the TOR and Code of Conduct
  • Ensure regular contact (visits and phone calls) and collect information and updates from CMC and IDP representatives and share with relevant line managers
  • Assist in identifying needs, service gaps and duplications in all targeted sites, and report such issues through Cluster reporting tools and flag for action through appropriate coordination channels
  • Facilitate site-level meetings with CMCs and other stakeholders such as humanitarian actors and government officials to discuss needs, issues, and gaps
  • Attend all CCCM coordination meetings, representing DRC, as well as attend meetings with various stakeholders, including clusters, local authorities and IDPs as requested.
  • Provide accurate and timely information for drafting the bi-weekly CCCM reports and other updates.
  • Support Community Information Clerks in efforts to disseminate information to IDP populations
  • Help conduct site verification, detailed site assessments, safety audits, and eviction risk mapping by providing information and collecting data as requested.
  • Follow and uphold humanitarian principles and centrality of protection at all times.
  • Any other tasks as requested by CCCM officer in charge, Program Manager, and Technical Coordinators.
  • Conduct regular protection monitoring of protection threats, vulnerabilities and coping capacities using and contributing to the Somalia Protection Monitoring System (PMS) in particular:
  • Select of key informants (KI) from the community in line with the PMS methodology representing a variety of perspectives and backgrounds and maintenance of good relations, based on voluntariness and informed consent with the KI
  • Utilize digital data collection system based on smart-phones for data collection and uploading; participates in training in the digital system, testing, data cleaning, and regular debrief and supervision of digital data collection activities.
  • Ensure the data is collected in line with PIM and protection principles and Observe data protection SOPs
  • Provide psychological first aid and referrals to survivors of protection incidents in line with the survivor-centered approach
  • Refer cases with protection concerns to the case worker/community service worker, to ensure their protection needs are addressed.
  • Participate in protection and multi-sector awareness sessions
  • Provide training and capacity building on protection to persons of concern and Support emergency distributions ensuring protection mainstreaming

Experience, education and technical competencies

· Bachelor degree or Diploma of social science is required.

· Minimum of 2 years of work experience in outreach and community mobilization with NGOs.

· Must be good in reporting writing with meeting report deadlines.

· Must have an excellent understanding of the target location communities.

· Self-motivated, proactive, fast learner, must be able to work alone and unsupervised.

· Must have excellent verbal communication skills and interpersonal skills (or “people skills”).

Conditions

Availability: February 2020

Duty station: Beletweyne, Somalia

Reporting to: Base Team Leader.

Duration: 7 months contract with possibility of extension.
