The Great Zimbabwe World Heritage Site Development Project aims to improve the quality of life of the communities living around the Great Zimbabwe National Monument through the diversification of the local economy; the promotion of income-generating and employment opportunities; and fostering of social cohesion and a sense of belonging among vulnerable groups. The project will enhance the conservation and management of the Great Zimbabwe National Monument World Heritage site in a sustainable manner; adequately interpret and present the site and its associated intangible cultural heritage elements; support the development of sustainable tourism practices and develop community-based cultural programming and tourism offers, thereby contributing to attaining the 2030 Agenda with its international sustainable development goals.
Within this context, the UNESCO Regional Office for Southern Africa (ROSA) would like to engage a consultant/service provider on the development of the “Tourism Development and Marketing Plan” for the Great Zimbabwe World Heritage Site (GZWHS) as a destination and conduct a feasibility analysis of a long-term Service Delegation Agreement between NMMZ and a private operator to be identified and procured through a separate process. It is expected that the consultant/service provider will work closely with NMMZ, Zimbabwe Tourism Authority, and the Tourism industry at large to undertake this activity.
Objectives of the Consultancy
Develop a sustainable and inclusive “Tourism Destination Development and Marketing Plan” for the Great Zimbabwe WHS destination, which includes the Great Zimbabwe National Monument World Heritage Site. Conduct a Feasibility analysis for a long-term service delegation agreement between NMMZ and a private operator to be identified, being, possibly, a public-private partnership (PPP) agreement with a private operator to manage, market and promote the tourism products and services, including visitor management at GZWHS, as well as the expected institutional arrangements with other relevant commercial players and stakeholders with the Great Zimbabwe Destination.The detailed scope of work involves the following:
Based on the findings and observations from the desk review, situational analysis and field consultations, prepare an inclusive Tourism Destination Development and Marketing Plan covering the following taking into consideration all the qualities outlined in Section 4.
Conceptualize a vision for the development and marketing of tourism products and services with the Great Zimbabwe Destination through clearly defined strategies, policies and regulations, organizational and institutional arrangements, prioritised activities, an implementation plan, as well as the evaluation and monitoring mechanism to achieve the set vision and strategic goals for the destination. Design a capacity development programme for tourism stakeholders, particularly concerning tourism employment and phasing plan for implementation. Program strategies may include the identification gap between the existing workforce and that is required by the intended development, proposals for manpower source/s to address the gap, enhancement of tourism curriculum, and the integration of gender awareness and development. Pay particular attention to gender equality mainstreaming and explore the potential opportunities for the youth and indigenous communities in the plan with a dedicated chapter on gender and women empowerment entry points in the tourism sector via the Plan
