Associate Specialist, Information Management, C19RM Secretariat - GL C - Defined Duration until December 2025

The Associate Specialist, Information Management, C19RM Secretariat, plays a critical role within the Programmatic Monitoring & Risk Division by supporting the C19RM Secretariat on data governance and strategic information. This support will enable collaboration that the C19RM Secretariat has with other Departments to strengthen the Global Fund’s ability to invest more than US$5 billion in C19RM funding in a way that maximizes impact and lives saved. The C19RM Secretariat is overseen by the C19RM Investment Committee, the body that provides governance on strategic review and investment decision-making to support countries in their COVID-19 response.
They coordinate data governance, strategic information and analysis for C19RM award making and reporting to be submitted to the Investment Committee.
They deliver on a key function design of data systems, using advanced technical and problem-solving skills for an informed and robust data-based approach to C19RM investments.
They collect and analyses data, manages dashboards and supports the overall reporting work of C19RM throughout the funding and implementation cycle.
They support the C19RM Secretariat and relevant internal stakeholders with data collection and analysis solutions that enable effective C19RM Investment Committee decision making, including monitoring and oversight.

Key Responsibilities

Under the oversight of the Senior Manager and the day-to-day guidance of the Specialist, Information and Investment Management, C19RM Secretariat, the Associate Specialist, Information Management, C19RM Secretariat, will:

Conduct C19RM analytics to inform C19RM investment decisions, Monitoring and Oversight, Monitoring and Evaluation and Reporting as delegated by the Senior Manager – to meet the needs of, and ensure timely and quality deliverables of C19RM.

Use data analytics to inform investment decision-making and manage strategic information - manage tools and systems in a way that ensures data governance processes and norms are followed, accuracy of information (doer/reviewer roles performed to ensure accurate tracking of financial decisions and the guarantee of future audit) and drives robust interoperable systems that are maintained with strong IT collaboration.

Support the continued improvement of decision dashboards for the Investment Committee and internal partners – compile dashboards for tracking, approvals and reporting, aggregate and analyze. Make recommendations for improvements and, working together with IT where needed, executing the improvements including Tableau or other systems.

Contribute to preparation of Approvals/Investment Committee decision making (framing information so that key issues are clear for investment decision-making): Coordinate Secretariat synthesis of strategic issues for Investment Committee steer, design materials to structure strategic information and key data points for effective and efficient Investment Committee decision-making. This includes contributing to updating of funding request forms (Excel, other) to automate data flow into C19RM reporting systems.

Maintain data governance model, processes, norms and standards for implementation: Identify gaps in information governance, drive application of established data management definitions across C19RM relevant information assets. Ensure clarity and consistency of information standards to enable strategic decision making.

Support IT partners for technical development of business tools supporting generating, reporting and publishing of data and results: Support the IT BP in identifying end-user requirements, technical requirements and software specifications, in identifying the most relevant technologies and applying them to established processes and in ensuring proposed solutions meet robust data governance standards and are acceptable for long-term interoperability of information assets.

a. Develop and maintain an updated database of information on the approved unfunded demand equivalent to the Register of Unfunded Quality Demand of the Global Fund.

b. Generate regular internal reports for the Executive Director, C19RM Investment Committee members and other relevant internal stakeholders.

c. Contribute to design and maintenance of data entry tools – collaborate with C19RM Secretariat colleagues on the design of trackers, dashboards, databases, etc.

d. Collaborate on the automation / robotization of manual processes in order for the team to work more efficiently and improve data quality.

Support in C19RM strategic information reporting to the Board and Committees (reporting out key messages) –maintain and adapt reporting systems to allow for automated reporting on strategic issues and key messaging to Investment Committee/MEC; Board, Committees and key external audiences’;

a. Work closely with other C19RM and Global Fund Secretariat teams, ensure appropriate and timely responses to requests for information and analysis from internal and external stakeholders;

Support process mapping and management of performance indicators – support the Specialist Data Governance and Information Management in the development of key performance indicators (KPIs) and designing systems to easily collect data to report against internal and corporate KPIs.

Contribute to the reporting to the Board and Committees (reporting out key messages) –

Contribute to building of reporting slides for Investment Committee and other key stakeholders (Board and Committees) – produce data analysis for external audiences with support from colleagues working on C19RM data and analytics across PMRD, Finance and other functions.

Contribute, as needed, to documentation going to Board Committees or other structures (e.g., AFC, C19RM Resource Mobilization Working Group; C19RM Investment Case, etc.);

Qualifications

Essential:

  • University degree in business or any quantitative discipline; economics, or other relevant degrees.

    Desirable:

    • Additional qualifications in relevant areas of technical expertise.

      Experience

      Essential:

      • Work experience in roles that require strong technical expertise in analysing data, strategic information and translation of data into strategic information for senior management.
      • Experience managing databases to support data collection, analysis, reporting
      • Experience in working with multi-disciplinary teams or groups of stakeholders
      • Experience in delivering processes or own work independently and in identifying issues and proactive solving them to better deliver the organization’s goals
      • Experienced strong communicator, concisely and clearly explaining complex concepts.
      • Proven ability in quantitative and qualitative analysis, distilling key findings that are most important for relevant stakeholders to understand, for strategic recommendations
      • Strong IT experience working with appropriate programs: Excel (including Visual Basic), Python/R, Tableau or similar reporting tools. Demonstrated professional proficiency in MS Word and PowerPoint.

        Desirable:

        • 2-4 years of relevant work experience
        • Experience in international and/or health development
        • Global health knowledge: specifically, in areas of HIV, TB, malaria, health systems. Understanding of disease burden data (specifically, incidence and prevalence).
