This position is located in the Programme Office in Uganda (POUGA) with duty station in Kampala, Uganda, Regional Office for Eastern Africa (ROEA), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The incumbent will work under the direct supervision and guidance of the Crime Prevention and Criminal Justice Officer (Violent Extremism in Prisons) in POUGA and work in close coordination and cooperation with colleagues at POUGA and ROEA.

The focus of this position is to coordinate the implementation of the UNODC Project “Strengthening efforts to Prevent Violent Extremism and enhance Human Rights Safeguards in Uganda (2023 -2025)”. The incumbent will be responsible for the following specific duties:

• Contribute to the coordination of day-to-day implementation of project activities from substantive, administrative and financial points of view resulting in holistic and cross-practiced programme implementation.
• Provide substantive and technical inputs for the implementation and assessment of the programme including collection and compilation of relevant background information and statistic data.
• Assist in undertaking all necessary measures for planning and implementation of the strategies and activities as outlined in the “Strengthening efforts to Prevent Violent Extremism and enhance Human Rights Safeguards in Uganda” project.
• Contribute to monitoring all aspects of programme implementation and identify challenges and propose corrective actions to the Programme Coordinator to expedite implementation.
• Draft detailed work plans, accompanying budgets and budget revisions for all activities.
• Prepare monthly/semi-annual/annual progress reports on project implementation, as well as summary of achievements report and donor reports.
• Prepare required documentation and inputs including background information, briefing notes, welcoming remarks, presentations, as well as provide inputs for relevant documents as required.
• Provide general administrative, financial and procurement support for the delivery of technical assistance and manage all financial and administrative processes to ensure timely completion and compliance with UN rules and regulations.
• Undertake associated desk research, field / monitoring missions within the framework of programme implementation.
• Procure goods and services to initiate activities, including drafting TORs and work specifications jointly with programme support unit / operations to ensure qualitative and objective procurement of services.
• Support the exchange of knowledge and promising practices in the area of preventing and countering violent extremism.
• Ensure effective liaison with stakeholders and counterparts (national government agencies, civil society organizations, research institutes, donor community, etc.) actively engaged in prevention of violent extremism related work including capacity building activities for law enforcement agencies at the regional or country level.
• Together with the Programme Coordinator, contribute to development of funding proposals and other relevant programme-related documents, including contribution to substantive correspondence for a) resource mobilization, b) partnership building, c) reporting.
• Coordinate thematic activities with UNODC Regional Office for Eastern Africa and UNODC Headquarters.
• Contribute to the collection and analysis of data and identification of trends or patterns and provide draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting.
• Document requirements and background information used for data analysis.
• Perform other work-related duties as assigned. Competencies

Education

Advanced university degree in law, political or social science, criminal justice, criminology, international relations, or public administration is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

: A minimum of two years of professional experience in managing programmes focused on preventing and countering violent extremism and/or issues surrounding radicalization to violence and current approaches for disengaging individuals from violence is required

Work experience in the United Nations System and/or in a similar international organization is desirable.

Experience in drafting, editing, and producing written proposals and results-focused reports is desirable.

Work experience with government stakeholders, civil society, international organizations, and donors is desirable.

Field experience is desirable. Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is desirable. Assessment
