Setting and ReportingThis position is located within Legal Affairs Section in the United Nations Organization Stabilization Mission in the Democratic Republic of Congo (MONUSCO) with duty station, Kinshasa. The incumbent will report to the Mission’s Senior Legal Advisor (SLA) in Kinshasa. ResponsibilitiesWithin delegated authority, the Associate Legal Officer will be responsible for the following duties: • Assists in establishing and maintaining effective coordination and working relations with national authorities, including Government representatives, local tribunals and public entities, and participates at meetings, discussions and negotiations with such local entities and stakeholders as required. • Contributes to and supports Legal Officers in handling matters involving issues of international, public, private and administrative law, and in particular UN privileges and immunities, interpretation of constitutional and other national laws, court procedures and local legal protocols and practices as they affect MONUSCO or its mandate as well as interpretation and application of legislative and other instruments governing United Nations activities and operations. • Conducts legal research and analysis using multiple research sources, translates and interprets local laws and legal documents, as required, and contributes to the preparation of legal opinions, drafts of background papers, briefs, studies, reports, and correspondence. • Contributes to the preparation of legal opinions/advice on diverse substantive and procedural questions, which may include legal opinion related to administration and management, human resources matters, procurement and contracts, negotiations for the settlement of claims and disputes and any other aspect of Mission’s work, including operational and institutional matters. • Serves on standing boards and committees as required. • Assists in administering programmes of legal technical assistance. • Provides support to Legal Officers or SLA in committees, task forces and other bodies, including preparation of background materials, preparation of summaries on issues and views of office clients, etc., • Performs other duties as assigned CompetenciesProfessionalism: Knowledge of legal work relating to procedural and institutional issues within an international organization. A first-level degree (Bachelor’s degree or equivalent) in Law with two additional years of relevant work experience may be accepted in lieu of the advanced university degree. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For his position, fluency in French (both oral and written) is required; knowledge of English is desirable.
