Associate External Relations Officer

Organizational Setting and Work Relationships

Direct supervision is normally exercised by a (Snr) External Relations Officer or Representative who provides guidance on the applicable procedures. Advice may also be provided by relevant functional units at HQ. External contacts are with a broad range of partners and stakeholders, including inter alia, government, media, embassies, donors, UN agencies, NGOs and other national and international organizations, as well as general public on matters of importance to the Organization.

Duties
- Stay abreast of the challenges posed by the political context, the UN and humanitarian reform, and institutional developments in the area of forced displacement and humanitarian operations.
- Assist the implementation of a communications strategy that generates support for UNHCR¿s operations from external partners (e.g. the general public, governments, partners, media, academia, NGOs, private sector and persons of concern).
- Assist in the dialogue with donors and embassies and provide relevant information on UNHCR operations and financial requirements by organizing regular briefings, bilateral meetings and missions and responding to donors¿ requests for information on ad hoc basis.
- Through a consultative process with headquarters, disseminate information on UNHCR¿s global funding situation and mobilize additional funds to implement programmes and projects aimed at enhancing the quality of protection for persons of concern in the country operation.
- Assist in the coordination of the drafting of, situation reports, briefing notes, background material, talking points, fact sheets, press releases and articles.
- Draft narrative and financial reports on contributions in compliance with specific donor requirements.
- Monitor earmarking level of funding for UNHCR Country operation and ensure appropriate visibility for donor contributions in compliance with UNHCR guidelines and specific donor requirements.
- Participate on behalf of the Representative and other supervisors in inter-agency cooperation and communication strategies, initiatives and tools.
- Assist in the management of information flows within the country operations by identifying priority matters, securing, analyzing and disseminating documentation and information to support country operations and corporate communication processes and priorities.
- Consolidate information on UNHCR¿s country operations and identify appropriate messages for campaigns and appeals.
- Propose events and initiatives (e.g. commercial, cultural, political and sports) to promote the work of UNHCR and take action as appropriate.
- Support the management of media relations by, inter alia, responding to direct queries, publishing press releases, handling interview requests and organizing regular briefings and visits to country operations.
- Promote visibility of UNHCR¿s work and advocate for support for the people of concern through providing inputs for social media and other web content.
- Organize missions to the field and press briefings for external parties as required.
- Implement all aspects of a communications strategy.
- Represent UNHCR on behalf of senior management in fundraising and communication priorities in inter-agency initiatives and fora.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Nature of the Position

Uganda currently hosts 1.5 million refugees and asylum seekers, with the majority coming from South Sudan and the DRC Congo. Despite this immense challenge, Uganda has one of the most progressive asylum regimes globally, and it is known for hosting the largest number of refugees in Africa. Uganda is currently facing multiple emergencies around its borders, and it hosts the largest number of refugees in Africa.

The Government of Uganda is a signatory to the 1951 Refugee Convention and its 1967 Protocol. Refugees are granted a range of rights and freedoms, including freedom of movement, access to public services such as health and education, the ability to seek employment, and to start their own business.

Uganda’s refugee response is co-led by the Ugandan Government’s Office of the Prime Minister (OPM) through the Department of Refugees (DoR), United Nations High Commissioner for Refugees (UNHCR), and most recently, Ministry of Local Government (MoLG). The humanitarian response is coordinated through the Refugee Coordination Model following the Uganda Country Refugee Response Plan (UCRRP), 2022-2025. UNHCR is also coordinating humanitarian partners on the design and reporting of the country chapters to the Regional Refugee Response Plans to the South Sudan and the Congolese situations.

Uganda is among the first countries to adopt the Comprehensive Refugee Response Framework (CRRF) and the Global Compact on Refugees (GCR) since its affirmation in 2018. The GoU implements the Global Compact on Refugees (GCR) through its Comprehensive Refugee Response Framework (CRRF), emphasizing the inclusion of refugees into national systems, particularly in the education, health, and livelihoods sectors. This approach, combined with progressive refugee laws and freedoms, provides refugees in Uganda with significant prospects for dignity and self-reliance. The country has accepted an invitation to co-convene the upcoming GRF in December 2023 in Geneva.

The Assoc External Relations Officer – NOB position, based in Kampala within the External Engagement team, reports to the Senior External Relations Officer P4. The primary objective is to support the fundraising and partnership management efforts of the operation. In addition to grant proposal drafting, this role places particular emphasis on managing the strategic engagement with donors and partners.

The incumbent also maintains a close and fruitful collaboration with donors, partners UNHCR headquarters, and regional partnership management sections, in addition to working with country operation program and technical focal points for recorded contributions.

The incumbent also serves as the UNHCR focal point for donor visibility and support its manager with the organization of monthly RHPG and quarterly ambassadors meeting and donor or high level field visits. The position supports the senior management team implementation of the external relations strategy, as well as drafting talking points and briefing notes, donor profiles and donor care plans for strategic engagement with UNHCR supporters.

The overall goal of the position is to strengthen and enhance UNHCR's engagement with external partners, including donors, within the context of Uganda's progressive refugee response framework. The Associate External Relations Officer NOB role, based in Kampala and part of the External Engagement team, plays a pivotal role in supporting the operation's fundraising and partnership management efforts.
