7. General Background of Project or Assignment:

The Partnerships and Coordination team within the Regional Bureau’s External Engagement stream holds the sports portfolio. Composed of two staff members, the capacity to engage on this workstream in the face of other competing priorities is limited, and there is a need to explore how RBE can best support Country Operations and National Partners in their sport-related engagements. The objective of this consultancy is to develop a regional sports engagement action plan for 2024-2026 which identifies the stakeholders present in the region and upcoming events where UNHCR should concentrate its efforts.
UNHCR issued its first sports strategy covering the period 2022 to 2026 (https://www.unhcr.org/about-unhcr/our-partners/sport-partners/unhcr-sport-strategy-2022-2026). Two country operations have been identified from the Europe region (France and Slovakia) as ‘priority countries’ in the area of sports. They are to receive dedicated support from HQ to produce concept notes for sport- or play-based projects in the country and to increase their understanding of the sport-for-protection approach and appeal for donor support.

In 2024, two major sport events will take place in Europe – The Olympics in France and the UEFA EURO in Germany. The Regional Bureau for Europe wishes to build on these events to raise awareness and advance the cause of refugees and to deepen its strategic involvement within sports.

Beyond 2024 the consultant should chart the path for involvement of the Bureau within this portfolio, taking into consideration other upcoming events and opportunities, and when to engage for maximum impact.
Some guiding prompts include:

• How can UNHCR’s Global Sports Strategy serve the Europe context and be translated into a concrete action plan?
• How can the Regional Bureau for Europe’s External Engagement Unit and the Partnerships and Inter-Agency Coordination team, better support Country Operations in their sports partnerships and engagements?
• How can the team proactively identify and capitalize on opportunities, while recognizing the team's limited resources.

8. Overall purpose and Scope of Assignment:

As part of developing a Europe Region UNHCR Sports Engagement Action Plan for 2024-2026, the contractor is asked to do the following:

1. Assess the limited resources available in the Bureau and across the Operations to implement the action plan and identify the right level of ambition.
2. In close coordination with the supervisor and based on UNHCR’s Global Sports Strategy, conduct consultations within the Bureau, with HQ, key country operations and national partners, to develop the vision, objectives, proposed activities, concrete next steps, and identify units, operations, and national Partners responsible for concrete steps within the Bureau action plan.
3. Identify key stakeholders and deliver a stakeholder analysis.
4. Deliver a first full draft of the Action Plan by the end of month 1.
5. Identify and include concrete key performance indicators (KPIs) in the action plans.
6. Consult and revise the Action Plan based on feedback on first draft.
7. Finalize and deliver the full action plan by End-December.

Qualification and experience required (degree required, years of work experience, field of expertise, language required):

• University degree in social sciences, economics, business administration, communications, or other relevant technical fields.
• A minimum of 5 years of professional experience working in related field.
• Working knowledge of written and spoken English.
• Computer skills, including Internet navigation and various office applications.
• Relevant experience in similar activities, other UN agencies, sports, or development.
