Assistant Operations Data Management Officer

Organizational Setting and Work Relationships
The Assistant Operations Data Management Officer contributes to the management of data collection and reporting activities in field operations. The incumbent liaises with relevant Officers in the regional hubs or sections in headquarters, as applicable, for technical guidance on data management. S/he may supervise some support staff.
All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR's core values of professionalism, integrity and respect for diversity.

Duties
- Manage the use, maintenance and technical support to ProGres (registration database) including planning and oversight of data collection, input and verification; produce standard and ad hoc reports, and ensure ProGres-related data entry activities are reflected in SOPs for registration, resettlement, repatriation, protection, community services, and programme activities.
- Respond to report requests from UNHCR staff, local governments, partners, donors and Headquarters.
- Keep data up-to-date, secure and accurate.
- Facilitate and /or undertake additional data collection activities including planning and coordinating data collection methodologies and analyses with relevant staff.
- Serve as the focal point for compiling and calculating statistics for resettlement, population figures, and standards and indicators, as well as for annual, periodic and requested statistical reports.
- May be required to assist in training of staff as well as staff members of implementing partners in relevant aspects of data management and provide other support to end-users of database systems.
- Liaise with relevant staff on new reporting requirements and procedures as needed; conduct data collection audits in order to ensure that no unnecessary data collection occurs and to ensure that all necessary data is being captured; create and maintain databases and spreadsheets that meet operational requirements.
- May be required to coordinate with GIS colleagues to ensure that data collection is compatible with GIS as necessary and assist with GIS and mapping tasks as required.
- Archive and backup database systems; ensure security of databases; perform database administrator functions.
- Authorize updates and amendments of ProGres data and the ProGres SOP.
- Design operational reports, statistics, and other relevant data collection forms.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
- Perform other related duties as required.

Desired Candidate Profile The Assistant Operational Data Management Officer is expected to possess excellent knowledge of UNHCR Registration and Identity Management Guidance and Procedures as well as International Protection Principles. The incumbent is required to have experience in UNHCR's registration, documentation and data management systems for asylum-seekers and refugees including PRIMES applications (RApp, BIMS, proGres). The Assistant Operational Data Management Officer is also expected to demonstrate solid understanding of civil / vital events registration standards, Digital ID initiatives and population registry systems. The incumbent must possess excellent written and oral communication skills. Strong team building, managerial, planning, coordination and representation skills are also required. Prior experience in working with government and humanitarian partners is essential for the nature of the position and the operational context; the ability to handle multiple competing priorities and time management skills are equally indispensable for the position.

Requirements:

- Proficient computer skills, with a focus on operational data management.
- Technical expertise in data collection and analysis, operational data management, and individual case management, including familiarity with UNHCR data standards and procedures.
- Knowledge of SQL, data manipulation using Microsoft Dynamics CRM, and data transformation (ETL).
- Experience in designing and building user friendly report templates.

Nature of Position

The Assistant Operational Data Management Officer will be based at the Country Office in Addis Ababa and will report to the Senior Registration and Identity Management Officer.

Following the signing of joint registration strategy 2023-2026, the Ethiopia Operation is in the process of a phased resumption of all registration and identity management (IDM) activities, jointly with the government counterpart the Refugees and Returnees Service (RRS), utilizing proGres v4, RApp and UNHCR's Biometric Identity Management System (BIMS).

The incumbent will assist in the management and oversight of UNHCR's data management procedures as well as related identity management activities across the operation. The Assistant Operational Data Management Officer will also assist with the implementation of the Registration Multiyear Strategic Plan of Action 2023-2026, to address the registration and documentation backlog in the country and to ensure that registration is effectively used for the identification of specific protection needs and for the achievement of durable solutions.

The incumbent will provide support to UNHCR and RRS staff engaged in data management related activities and will monitor the efficiency and quality of registration processes, identity and entitlement documentation activities along with population data management. The Assistant Operational Data Management Officer collaborates closely with Protection, Programme, registration and Information Management colleagues as well as with Government authorities, namely RRS, and partners on the provision of quality population data for the delivery of targeted protection or assistance interventions for effective programming and planning. The incumbent will support in strengthening the capacity of the government counterpart RRS in the areas of data management, registration, documentation, and digital initiatives during the joint registration implementation period of 2023-2026, in order to gradually hand over the registration and IDM activities.

The candidate will be undertaking a countrywide strategic data management planning and should have prior experience in handling and managing digital initiatives in Ethiopia namely the following: Digital Request and Complaint System (DRCS), Digital Partner Statistical Tool (DPST), Digital Filing System (DFS), Digitization of Government Documentation (DGD), Digital Assistance Distribution System (DADS) using GDT, Digital Identity (DI) inclusion with National ID Program, Internet Project in the Camp (IPC), Digital Education Platform (DEP) and One-Stop-Shop (OSS).

The climate across Ethiopia varies widely, with a temperate plateau and hot lowlands. Addis Ababa, situated at elevations ranging from 2,200 to 2,600 meters (7,218 to 8,530 feet), experiences a maximum temperature of 26 °C (78.8 °F) and a minimum of 4 °C (39.2 °F). The weather is generally sunny and dry, with short (belg) rains from February to April and large (meher) rains from mid-June to mid-September.

Ethiopia's economy is in transition, featuring a sizable public sector undergoing privatization. While the government is divesting state-owned businesses to embrace a market economy, key sectors such as banking, telecommunications, and transportation remain predominantly government-owned.

The local currency is the Ethiopian Birr, and authorized banks and hotels are the only places for foreign currency exchange. Engaging in currency exchange outside regulated channels (Black Market) is considered a criminal offense. Individuals, including international UN personnel, caught in police sting operations have faced arrest and detention. Declarations are required for cash entries or exits exceeding US$3,000 or the equivalent in other foreign currencies.

ATM services are widely available in Addis, although American Express (AMEX) is generally not accepted. Credit card payments are possible in selected shops and tourism areas, with the acceptance of this form of payment gradually expanding. Adequate communication means, such as internet and telephone sim cards, are accessible, and the availability of PAMA (Prescribed Active Movement Area) is confirmed at the offices.
