Assistant IT Officer
Organizational Setting and Work Relationships
Under the technical supervision of IT Officer, Administrative Officer, or a Bureau IT Lead, the Assistant IT Officer implements the IT operational plan in a well-defined geographical area. The incumbent provides technical supervision and guidance to locally recruited staff and ensures that IT equipment is always fully operational. S/he receives technical support and guidance from their supervisor.
Internally, the incumbent liaises directly with own IT Service Delivery Team daily as well as with end users to clarify, analyse and resolve reported issues. S/he may also liaise with external service providers, as required, to resolve escalated infrastructure issues.

Relevant Job Experience
Essential
Hands on experience working with current versions of IT products and services used in UNHCR offices – including a good understanding of network and telephony infrastructure; MS Office productivity software (Windows, Office 365); and Cloud collaboration services (MS Teams, SharePoint, etc.). Experience working with external managed service providers for IT infrastructure maintenance and support.
Desirable
For offices with satellite connectivity: experience in VSAT technologies. For offices with Security Comms (Radio room); experience in HF/VHF radio technologies. Practical experience working in the deep field.

Introduction:
Ukraine is seeking to recruit an ICT (Information and Communication Technology) position as Assistant IT Officer (NOA) to enhance our operational capacity and ensure efficient communication and data management. The selected candidate will play a critical role in managing and improving our ICT infrastructure while supporting the drafting of Standard Operating Procedures (SOPs) for the organization. The successful candidate should possess extensive experience in radio communication (VHF, iCOM), microwave connectivity, IT strategy development, and SOP drafting.
Country and Context:
Ukraine has been grappling with a protracted internal displacement crisis due to ongoing conflict in the eastern regions. The situation is characterized by complex security challenges and a continuous flow of displaced persons. UNHCR is committed to providing protection and assistance to those affected, including refugees, asylum seekers, and internally displaced people.
Role and Responsibilities:
The ICT National Officer will be instrumental in maintaining a robust and secure communication network, enhancing data management, and contributing to the overall efficiency of UNHCR's operations in Ukraine. The selected candidate will:
1- Radio Communication Expertise:
• Manage and maintain VHF and iCOM radio communication systems used for field operations and security.
• Ensure proper configuration, operation, and maintenance of radio equipment.
• Support field teams in radio communication procedures and protocols.
2- Microwave Connectivity:
• Oversee the deployment and management of microwave connectivity solutions to ensure uninterrupted data transmission.
• Troubleshoot connectivity issues and optimize network performance.
• Collaborate with local providers to enhance connectivity infrastructure
3- IT Strategy Development:
• Develop and implement an ICT strategy aligned with UNHCR's mission and Ukraine's specific operational needs.
• Identify opportunities for technological advancements and efficiency improvements.
• Ensure cybersecurity measures are in place to protect sensitive data.
4- SOP Drafting Support:
• Collaborate with relevant stakeholders to draft Standard Operating Procedures (SOPs) for ICT-related activities.
• Ensure SOPs are in line with UNHCR guidelines and best practices.
• Conduct training and capacity-building for staff in SOP implementation.
5- Coordination and Reporting:
• Liaise with internal and external partners to coordinate ICT activities.
• Prepare regular reports on the status of ICT infrastructure, connectivity, and security.
• Contribute to the development of budget proposals and resource mobilization efforts.
