Terms of ReferenceThe Afghanistan Emergency Shelter and NFI cluster was established in March 2008, co led by UNHCR and co-chaired by IOM. The ES/NFI cluster continues to coordinate and support access to basic lifesaving assistance through the provision of emergency and transitional shelter, shelter repair, rental support, NFIs and winterization assistance while ensuring adequate coordination mechanisms and response capacities at national and subnational levels. The ES/NFI cluster has an established coordination mechanisms across the eight regions with dedicated National, Subnational Cluster Coordinators and Co-chairs supported by UNHCR /IOM, while at provincial level, the Cluster has thirty-four provincial focal points (INGOs & NGOs) enabling coordination functions.

The ES/NFI Cluster Assistant Information Management Officer is to support the National and Subnational Cluster Coordinators in fulfilment of their coordination role to:
• Provide leadership in emergency and crisis preparedness, response, and recovery.
• Work in partnership to prevent and reduce shelter-related morbidity and mortality.
• Ensure evidence-based actions, gap-filling and sound coordination; and
• Enhance accountability, predictability, and effectiveness of emergency and transitional shelter actions.

In achieving this, the ES/NFI Cluster Assistant Information Management Officer will undertake the following main activities:
• Ensure ES/NFI Cluster partners provide timely, consistent, and compatible data and information on remaining shelter needs and assistance provided for operational analysis and decision-making.
• Support the development and improvement of field information management SoPs at the national and sub-national levels to provide the best possible functionality and usability to cluster partners.
• Support OCHA and other cross-Cluster information management needs, and analysis at the strategic level.
• Ensure the dissemination and adaptation as necessary of information management tools that meet ES/NFI Cluster needs.
• Provide sector-specific maps and graphics on a regular basis that aid forward planning as well as impact analysis.
• Promote use of and training on standard reporting tools among shelter partners and other stakeholders.
• Promote the use of inter-operable technologies among Cluster partners.
• Provide information outputs in the local language wherever feasible.

4. Duties

Under the supervision of Snr. Information Management Officer, the Assistant Information Management Officer will:

1. Assist in the implementation of common data standards, and promote them with partners, including the IASC Common Operational Datasets.
2. Compile, aggregate and analyse data and information elements required to produce standardized information products and implement data/information collection plans for baseline and context-specific data.
3. Support the operation in the analysis of processed data and information and perform data quality and consistency control.
4. Support to coordinate interagency information management activities at the national and subnational level.
5. Provide emergency response information management support to national and regional clusters.
6. Assist in training partner staff involved in information management activities, including data collection and data entry teams.
7. Support and leverage geographic data for map production and use in geographic information systems (GIS).
8. Share ES/NFI Cluster data with partners and maintain archive data and information in-line with agreed frequencies.
9. Provide technical Information Management support to Needs Assessment processes, specifically in data collection, processing/collation, and analysis, including participating in joint/harmonized needs assessments, leading ES/NFI Rapid Assessment Mechanisms (RAM), with other partners/clusters.
10. Collect, collate, and process information and perform data quality and consistency control.
11. Assist in designing and developing standard reports, templates, and forms, while ensuring consistency with global guidance and in consultation with relevant stakeholders.
12. Share data with ES/NFI partners and maintain cluster websites in-line with agreed frequencies.
13. Consult with partners and represent ES/NFI cluster in meetings related to the functions.
14. Make recommendations and provide advice on the technical information management requirements.
15. Assist in training of data entry and data collection teams.
16. Perform other related duties as required.

5. Minimum Qualifications

Education & Professional Work Experience

For P1/NOA - 1 year relevant experience with Undergraduate degree; or no experience with Graduate degree; or no experience with Doctorate degree

Field(s) of Education

University degree in information technology, demography, statistics, social sciences, or a related area.

Relevant Job Experience

Essential
- Knowledge of the UN system and the humanitarian community the cluster approach/ humanitarian reform/ transformative agenda, with reference to the developments ongoing within the cluster, both at national, sub-national and global level.
- Working experience in different international organizations (e.g., UN agencies, INGOs, IOs, Donors, IFRC or ICRC)
- Ability to formulate IM-related technical requirements and operating procedures.
- Experience with handling confidential data and demonstrated understanding of different data collection methodologies.
- Knowledge of shelter-related technical guidelines, standards, and indicators
- Proven statistical analytic skills.
- Experience in graphic design, web design, and programming.
- Knowledge of multi-variate mapping techniques.
- Basic qualitative and quantitative research skills, including interviewing techniques.
- Ability to translate planning specifications to technical briefs for data capture and analysis, and vice versa.

Desirable
- Successful participation in the Operational Data management Learning Programme is desirable.
- Experience with relevant software such as ArcGIS, MapInfo, SPSS, EpiInfo6, SQL Server, Adobe, is desirable.
- Experience with HTML, PHP, ASP and/or Java is an asset.
- Possesses Advanced Excel skills (e.g., pivot tables, functions, etc.).
- Ability to compile and holistically analyse diverse datasets.
- Excellent written and oral presentation skills.
- Languages: Proficiency in English is required.
