NRC Iraq is looking for an Area Support Manager to join the Southern Area Office. The role holder will be responsible for all matters related to Human Resources, Administration, Finance, Logistics, and ICT. They will work closely with the Area Manager in implementing NRC-specific policies, procedures and ensuring compliance with internal, national and donor regulations and laws.

What You Will Do

People Management

Responsible for recruitment, onboarding, and induction of ASM direct reports. Prioritise mentoring and capacity building of national staff as part of NRC’s nationalisation strategy.  Make sure all support staff have work and development plans in place, and receive regular feedback on their performance.

Support Systems and Procedures 

Ensure coverage of the Master Budget, ensuring that efficient, sustainable, and flexible HR structures are in place. Responsible for regular updates of the Master Support Budget at the Area Office level, ensuring salary spending plan and non-salary spending lines for Support costs are regularly updated. Ensure project procurement plan and vehicle mapping plan are available and updated regularly. Accountable to ensure support staff meet all monthly finance, logistics and HR deadlines and submit any required reports or information on time. Update the master budget monthly (in collaboration with Area Manager). Responsible for scheduling and chairing monthly Area budget vs actual (BvA) meetings.

Compliance 

Perform regular spot-checks on supporting documentation to identify areas of improvement regarding the quality of documentation. Responsible for corruption mapping and mitigation practices and procedures for the area office. Liaise and collaborate with relevant local authorities and other key stakeholders as required. Accountable for ensuring support staff complete and upload documents to the filing tree as required by securing support documents (SSD) policy. Submit weekly/ monthly reports as required pertaining to support functions, progress, and challenges. Actively promote PSEA (Protection against Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.

What You Will Bring

Experience from working as a Finance/Logistics/HR Coordinator in a humanitarian/recovery context. Previous experience from working in complex and volatile contexts. Fluency in English, both written and verbal. Fluency in Arabic, both written and verbal an asset.  Knowledge of context in Iraq/ the Middle East an asset. Experience of managing a large portfolio. Experience of implementing support functions in humanitarian programmes.

Ramadi, Iraq duty station. Until 31st December (Renewable, NRC Contracts run Jan- Dec yearly pending funding and performance). 50 % travel, approximately to Baghdad, Basra, and the Country Office in Erbil.
