Job description

Since 2011, Syria has been in the situation of violent conflict. GIZ remotely supports civil society actors and target groups in Syria as well as the UN-led political process. 9 projects in 5 locations (Gaziantep and Istanbul/Türkiye, Beirut/Lebanon, Erbil/Northern Iraq and Berlin) form the Syria portfolio and are commissioned by both the Federal Foreign Office (AA) and the Federal Ministry for Economic Cooperation and Development (BMZ) and are co-financed by the European Union (EU) and other donors. The portfolio operates in a highly sensitive political environment and is breaking new ground with many of the projects; the need for flexibility and innovation in operational matters is therefore considerably high.

The project “Support to Stabilisation and Promotion of Civil Society in Syria” (USZS), funded by the Federal Foreign Office (AA), contributes to the engagement of the German Government for a peaceful, political transition in Syria and is part of the German commitment in the Global Coalition against Daesh. The project enables civil society stakeholders to implement local initiatives which promote social cohesion, conflict prevention and resilience to extremism. The aim of the project is to improve the living conditions of the Syrian population as well as political and social participation, thereby contributing to the stabilisation of selected regions. It is intended to reduce susceptibility to extremism and prepare for a local, inclusive and peaceful transition process in Syria.

Due to the security situation in Syria, the project is being managed remotely from Gaziantep/Türkiye and Erbil/Iraq.

Your tasks

Development and quality assurance of project proposals with new and existing partners Supporting partner organisations in their capacity development Advising partners on the implementation of projects within the framework of grants, including the management of financing agreements and local subsidy contracts, taking into account the current GIZ requirements Maintaining and expanding the project’s partner network Supporting the management in the strategic and technical development of the project

Your profile

University degree in social, political or regional sciences, international relations or any other area related to this position At least 5 to 7 years of professional experience in international cooperation, stabilisation and consultation in the context of crises and conflicts, ideally in Syria or in the Middle East region At least 5 years of professional experience in advising and cooperating with partner institutions and in working with civil society actors, including organisational development, capacity building, leadership and change management Professional experience in the implementation of financing agreements within the framework of international organisations (e.g. local and/or international grant contracts) Experience with third-party monitoring and remote management Strong political sensitivity and analytical thinking - Consulting, communication and cooperation skills as well as intercultural competence Ideally experience in cooperation with German Federal Foreign Office (AA) funded projects Business fluent in English, both spoken and written (C1); good knowledge of German and Arabic is an advantage

This job is suited to a full or a part-time position.

This position is with option of extension after placement of assignment.

The willingness for frequent business trips is required.

The field of activity of the position relates to Syria. The activities are currently carried out to Erbil (Iraq). Occasional to frequent business travels to Syria are not possible at the moment. Depending on the security situation and the requirements of GIZ, it is possible that business travels to Syria become required.
