Action against Hunger has been operating in Iraq since 2013, following the sudden massive influx of refugees fleeing the Syrian crisis. The multiple offensives of ISIS have caused the displacement of more than three million people across the country. In the summer of 2014, attacks on Mosul and the Sinjar region pushed hundreds of thousands of people into Iraqi Kurdistan. ACF has since been implementing its humanitarian response with an integrated, multi-sectoral approach, addressing WASH, Mental Health & Care Practices, Food Security & Livelihoods amongst the Iraqi Internally Displaced Persons (IDPs) in camp and non-camp settings, as well as returnees and host communities. In 2019, ACF is willing to continue the humanitarian intervention in the areas still presenting urgent needs but also focusing on post-emergency / recovery interventions. Our team is running operations of approximatively 9 million euros. The main donors of the mission are OFDA, EU through MADAD, GIZ, AFD, WFP, SDC and ACF.

ACF intervenes in highly unstable and unpredictable areas. Therefore, security regulations are regularly updated.

The mission currently employs 12 international and 90 national staff, working from the coordination office in Erbil, field offices in Mosul, Dohuk, Basrah and Baghdad, as well as a field sub-office in Sinune. ACF is intending to cover more locations within Ninewa, currently working in Ba-aj sub-district and aiming more locations to address the humanitarian needs of the population.

The coordination is located in Erbil which the capital and largest city of the Kurdistan Region of Iraq. It is located approximately 350 kilometres north of Baghdad. The situation remains stable. There are currently 2 guesthouses with generally good living conditions for expatriates. Freedom of movement and many social opportunities exist.

Votre poste et vos responsabilités

Your mission will be to ensure quality / compliance of ongoing as well as pipeline programmes and partnerships aligned with internal and external requirements.

More specifically your missions will be :

  • To participate in the research of donor funding opportunities together with the CD and PQDC
  • To assist the PQDC with the design of the fundraising strategy if needed.
  • To communicate about funding opportunities and donors
  • To support the drafting and preparation of concept notes and full proposals
  • To monitor and improve the quality of concept notes, proposals, project amendment requests, and any other grant-related documents
  • To support the elaboration of internal and external reporting documents and ensure the follow up of the mission’s reporting obligations
  • To provide donor compliance support to the teams and coordinate efficient communication and information/document sharing within the mission and with the HQ
  • To support and manage partnerships

    Votre profil

    • You have a Bachelor's or master’s degree in international relations, international development, humanitarian project management, or related field.
    • You have a least two years of experience in a similar position in a humanitarian or development organization
    • You have a good knowledge of the humanitarian project management cycle and the logical framework concept
    • You are experienced in managing external communications with donors and partners
    • You are familiar with donor rules and regulations of the main American (BHA, BPRM, USAID), European (FCDO, AFD, ECHO, Europe Aid, Sida), and United Nations (UNHCR, UNICEF, OCHA IOM) donors
