1. General Background
The United Nations High Commissioner for Refugees, UNHCR is a global organization dedicated to saving lives, protect rights and help build a better future for refugees, forcibly displaced communities and stateless persons. The Office of the UNHCR was established on December 14, 1950 by the United Nations General Assembly. The agency is mandated to coordinate international action to protect refugees and provide durable solutions worldwide.
UNHCR, has been working in Ecuador since 2000 and currently Field Offices, strategically located throughout Ecuadorian territory, to provide adequate attention and protection to refugees and their host communities. UNHCR maintains permanent presence in Quito, Guayaquil, Cuenca, Ibarra, Tulcán, Esmeraldas, Lago Agrio, Ambato, Manta and Huaquillas.
Ecuador is the country that has recognized one of the largest number of refugees in Latin America (+74,000), 96% of whom are Colombian nationals. In addition, the country hosts more than 500,000 refugees and migrants from Venezuela.
UNHCR work in Ecuador includes:
• Protecting of refugees by supporting the Ministry of Foreign Affairs and Human Mobility, the Ministry of Government, the Public Defender's Office, the Ombudsman's Office, the GADs and other State institutions. Promoting public policies, administrative practices and specific interventions that ensure access to the territory and guarantee refugee rights.
• Coordinating response actions in favor of refugees together with other agencies of the United Nations System, non-governmental organizations and civil society.
• Facilitating access to information for refugees on their rights, humanitarian assistance, legal orientation and access to services.
• Promoting a favorable environment for the socioeconomic integration of refugees in the country. UNHCR leads livelihood projects aimed at improving their entrepreneurial skills and access to employment. We also work to ensure that refugees have access to bank accounts, credit cards and microcredits, in coordination with financial services entities in the public and private sectors.
• Seeking durable solutions that include the strategic use of resettlement as an instrument of protection and as a tool of solidarity, as well as voluntary repatriation to the future.
• Counteracting xenophobia and discrimination together with civil society and state agencies, through campaigns designed to promote solidarity and peaceful coexistence.
2. Purpose and Scope of Assignment
• Develop and implement a strategy to monitor and manage UNHCR Ecuador’s social media, including engaging with offices to obtain content.
• Support in the production of multimedia content, including videos, photos and webstories. This may entail missions to the field to conduct human interest interviews and content for social media.
• Develop and implement a strategy for increasing local capacity to enhance and maintain UNHCR’s brand awareness and donor visibility among refugees, locals, partners and other relevant stakeholders. This includes coordinating and delivering briefings, trainings and refreshers on visibility requirements, and overseeing the proper implementation of brandbooks.
• Support the unit in delivering on fundraising and external engagement objectives, including in the development and supervision of campaigns and other offline efforts to mobilize support, as well as in supporting the engagement with influencers and supporters.
• Follow-up and support administrative and logistical arrangements to organize events like World Refugee Day, 16 days of activism, among others.
• Support interagency communication activities like the GTRM, GCOM.
• Perform other related duties as required.
3. Monitoring and Progress Controls
• Monthly social media plans and reports.
• UNHCR Ecuador has quality content tailored for social media.
• Partners and staff make proper use of UNHCR’s brand.
• Fundraising and communication campaigns are done and implemented in a timely manner.
• Events are well organized and delivered correctly.
• UNHCR fulfills its communications obligations within inter-agency projects.
4. Qualifications and Experience
a. Education
• Bachelor’s degree in Communication or Public Relations is required.
• Education/ knowledge of fields related to Human Rights and Human Mobility will be an asset.
b. Work Experience
• At least three years of relevant experience in public/external relations, work with media outlets, development of communication campaigns.
• Experience working with Adobe programs (Illustrator, Photoshop, InDesign, Premiere Pro).
• Experience in social media management, especially Twitter, Instagram and TikTok.
• Experience in fields related to human rights and human mobility will be an asset.
c. Key Competencies
• Fluency in English and Spanish
• Excellent writing and communication skills
• Computer skills in Office and Adobe
• Photography and video editing
• Ability to work in a multi-cultural organization

The recommended candidate(s) will be required to provide the proof of vaccination prior to recruitment.
E) If recommended, the candidate must submit a current a voluntary contribution certificate to the Ecuadorian Institute of Social Security IESS. Voluntary IESS securities will be covered by the staff member.
