Temporary - Senior Procurement & Property Officer

Overview Due to the temporary vacancy of Senior Procurement & Property Officer, it’s considered necessary to have an individual to fill the post.

Duties and responsibilities Key Reponsibility:

  • Provide necessary technical advices for corrective actions
  • Oversee the preventive maintenance conducted by KLHK’s contracted providers
  • Ensure health and safety procedures as well as quality assurance of all properties in CIFOR are applied .
  • Identify root cause of problems and effectively propose immediate corrective action to prevent reoccurrence to KLHK
  • Make proposal to KLHK for Improvement & repair to ensure that the infrastructure and equipment are available for use and minimize downtime, while ensuring quality and cost effectiveness of services consider the campus facility are more than 20 years old.
  • Ensure the procurement of goods & services is executed in reasonable times, best price for the money & meet audit requirement/policy.

    Procurement areas:

    • Plans, directs, and manages the central procurement activities of CIFOR under direction from the Administration Team leader following laid out CIFOR policy and CG Guidelines.
    • Continuously investigates and pursues ongoing cost savings and continuous improvement initiatives
    • Develops and supervises maintenance of master vendor files for records on cost and purchasing history
    • Explore new suppliers to ensure Procurement Unit has enough resources to carry out the purchases & establish vendor registration
    • Presents recommendations on purchases requiring DCS approval
    • Assists with resolving vendor disputes and develops new supply sources where vendors are inadequate
    • Ensure the delivery of goods/services are on-schedule and without defects
    • Collaborates actively with the Administration Team leader in:

      a. Reviewing existing procedures and make suggestions for improving processes and or work flow

      b. Recommending new or improved purchasing policies and procedures to maintain efficiency

      c. Managing competitive procurements & coordinating all phases of contractor selection process; recommending and applying the appropriate method of solicitation including development of steps and timelines; conducting and managing RFP, RFIs, RFQ; examining bid proposals and providing recommendations to the DCS

      • Disposal of surplus property
      • Process PP-19 administration


        Property Areas:

        • Conduct regular meetings with KLHK to discuss the property issues
        • Monitors the timely completion of the maintenance work orders and the process carried out by KLHK’s contracted providers.
        • In collaboration with Admin Team Leader & related KLHK personnel, aggressively pursues measures to reduce downtime.
        • Provide cost analysis, and in coordination with Admin Team Leader, BoQ of CIFOR’s ad-hoc projects
        • Design preventive & predictive maintenance program & ensure the execution in the field by KLHK team.
        • Ensure administrative of all property areas of responsibility in order to provide management with necessary information for forecasting expenditure and budgeting.
        • Ensure asset tagging & checking are implemented
        • Design the property annual budget & give recommendation for budget priority.

          Education, knowledge and experience

          • Degree in engineering with minimum 7 years’ work experience
          • Knowledge in procurement area, as well as property and infrastructure maintenance
          • Experience in carrying out the tender process
          • Experience in problem solving and evaluation skills in the areas of procurement, property and infrastructure maintenance
          • Ability to develop, manage and evaluate systems, practices, processes and performance indicators relative to property maintenance
          • Ability to comprehend complex technical topics and specialized information
          • Experience in having coordination with government bodies
          • Knowledge of workplace health and safety practices as well as quality assurance.
          • Ability to write and speak English

            • Organized and follow a systematic method of performing a task
            • Ability to identify root cause of problems and effectively initiate immediate corrective action to prevent reoccurrence.
            • Sound interpersonal and communication skills including the ability to negotiate with a broad range of clients
            • Willing to work long hours and weekend to monitor and oversee the works when emergency condition happens and major repair- maintenance.

              Terms and conditions

              • This is temporary contract for local position. CIFOR-ICRAF offers competitive remuneration in local currency commensurate with skills and experience.
              • The initial appointment will be for 6 (six) months.
