SHAPE is looking for employing a qualified and suitable candidate to fill this post as a temporary staff from 1 September 2023 until 31 December 2023. 1.    POST CONTEXT

Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE).  SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.

The Office of the Special Operations (OSO) provides an assured Special Operations Forces (SOF) theatre component capability to SACEUR.

The Special Operations Forces Capability and Readiness Section (SCR) provides theatre component capabilities in the areas of development and management of SOF operational requirements and capability interoperability,  through the execution of NATO SOF Discipline Requirements Authority (RA) responsibilities in the areas of education, training, and exercises as well as monitoring SOF readiness.

Serves as primary project manager for developing, implementing and integrating a new State-of- the Art Information Techknowledge solution for the NSOS campus.

  

2.    PRINCIPAL DUTIES

1) Serves as subject matter expert and project manager for design and implementation of education Information Technology systems.

2) Provides oversight for development of all required .edu capabilities to include open computing in unclassified spaces “bring your own device”, knowledge of classified system operation and security.

3) Overseas the development and implementation of NSOS Learning Management System and Student Management system to include single sign on capability and cloud storage.

4)  Overseas the development and employment of cloud based data storage and exchange to include NATO security requirements.

5) Liaisons and collaborates with NSHQ Directorates, NCIA, industry, Government Services Agency, and legal.

6) Executes an end-to-end concept to implementation program management plan for “NSOS next” IT system.

7) Provides support to budget for IT support requirements.

8) Explores and evaluates e-Learning strategies, technologies, and employment.

9) Organizes training and cross functional teamwork.

 

 

3.    Special Requirements and Additional Duties

 

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract

·         Provides support to budget for IT support requirements.

·         Explores and evaluates e-Learning strategies, technologies, and employment.

·         Organizes training and cross functional teamwork.

·       Annual TDY Requirement: The incumbent can expect to go on TDY both within and outside NATO’s boundaries for approximately 30 days per year.

·       The incumbent may be required to perform like duties elsewhere within the organisation as directed.

·       The work is normally performed in a typical Office environment. Normal Working Conditions apply. The risk of injury is categorised as: No Risk.

·      This post is assigned Level 1 Knowledge Management responsibilities.  The incumbent is required to be an Information Management Practitioner in accordance with IKM1 standards as outlined in the IKM Roles section of the NSHQ Information Management Plan.

·      The incumbent is responsible for NSHQ issued equipment and may be appointed as an accountable official (known as a Hand Receipt Holder (HRH) for NSHQ issued equipment in accordance with NSHQ property Management Directives.

·      The incumbent may be required to perform instructor duties in support of a NATO Special Operations School (NSOS) education management system implementation.

·         Performs other related duties as directed or assigned.

·         The work is normally performed in a Normal NATO office working environment.

4.    Essential Qualifications

a. Professional/Experience

1.    Candidate must be knowledgeable in the design and implementation of learning management systems and education focused IT solutions.

2.    Previous experience working in a university environment or National training institution.

3.    At least three years working in learning management systems and student management systems.

4.    Previous experience working at the program manager level.

5.    Previous experience developing and employing e-learning management systems.

b. Education/Training

University Degree in information Technology and management, management information systems, computer science, business administration or related discipline and 2 years function related experience or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.

5.    Desirable Qualifications

 

a.    Professional Experience

 

1.    IT program management experience

2.    Involves planning, organizing, directing, coordinating, controlling, and evaluating the use of personnel, money, materials, and facilities to accomplish assigned functional areas, and tasks.

3.    Requires broad IT background including previous education experience, preferably recently completed.

b.    Education/Training

 

1.    Candidate must be knowledgeable in the design and implementation of learning management systems and education focused IT solutions.

2.    Previous experience working in a university environment or National training institution.

3.    At least three years working in learning management systems and student management systems.

4.    Previous experience working at the program manager level.

5.    Previous experience developing and employing e-learning management systems.

6.    NSO E-Learning and Instructional Design Course.
