PROJECT SUMMARY
The successful candidate will be the International Medical Corps Technical Specialist in Sexual and Reproductive Health (SRH), Gender Based Violence (GBV) and Female Genital Mutilation / Cutting (C) for the anticipated Damal Caafimaad project funded by the World Bank via the Ministry of Health in Somalia. The Damal Caafimaad project is a 4-year initiative aimed at contributing to Essential Package of Health Services (EPHS 2020) implementation aimed at improving the coverage and quality of essential health and nutrition services in project areas as well as strengthen the stewardship of the Ministries of Health in Somalia. The Damal Caafimaad project will work with the Ministry of Health and Human Service Affairs (MOH) at the federal and state government levels.
International Medical Corps will be responsible for delivering the defined essential health services in Middle Shabelle and Bay regions to contribute to: (i) reducing maternal and newborn mortality; (ii) reducing under 5 mortality and improving child health and nutrition; (iii) reducing excess mortality due to communicable and non-communicable diseases (iv) strengthening the health system and (v) increasing the coverage of the package of health services.

JOB PURPOSE
The Technical Specialist, SRH, GBV and FGM/C, will ensure all medical GBV and FGM/C services are delivered in a technically accurate and in line with Global and Somalia-specific guidelines on the topic. S/he will work in close collaboration with the Technical Coordinator in defining risk mitigating approaches to ensure a safe delivery of clinical GBV and FGM services. S/he will be the focal point for building the capacity of health service providers and project staff to ensure the implementation of safe and appropriate interventions. The Technical Specialist, SRH, GBV and FGM/C, will be based in Jowhar or Baidoa, Somalia in line with the implementation of contracts in Middle Shabelle and Bay regions.

MAIN TASKS AND RESPONSIBILITIES
Technical Leadership and Project Management:
- Under the leadership of the Technical Coordinator, provide technical direction that ensures that all health interventions related to Sexual and Reproductive health, and in particular GBV and FGM/C, are technically sound and harmonized with global and Somalia-specific guidelines.
- Identify the main risks in delivering GBV and FGM/C services in the targeted region, and develop strategies, procedures and tools to mitigate said risks that are implemented by all consortium members.
- Conduct ongoing supervision of GBV and FGM/C health services to ensure they are aligned to the aims of project objectives, service delivery needs, and expected results. To that end s/he will develop and implements quality assurance strategies on a routine basis.
- Provides technical oversight to ensure completion, accuracy and quality of data recorded. With the support of the project MEAL staff, leads on data for decision-making approaches, assessing trends in data to take action for strengthening the GBV and FGM/C programming.
- Ensures that the project workplan for the technical area is updated and that timelines and deliverables are being met.
- Contribute to production of regular project reporting per donor and project requirements.
Coordination and Representation:
- As assigned by the supervisor and project leadership, represent the project in field-level coordination groups.
- Collaborate closely with Regional and State level Government to support multi-sectoral initiatives to GBV and FGM/C, in line with project objectives.
Capacity Building
- Leads identification of gaps of knowledge in SRH service delivery, in particular related to GBV and FGM/C through training needs assessment and monitoring and supervision findings.
- In collaboration with the Technical Coordinator, designs, delivers, and supports training across consortium members and healthcare professionals including training of trainers.
- Develops and implements plans for effective follow-up using competency-based checklists as appropriate for health service providers in service provision.
Human Resources Management:
- As needed, manages relevant project staff, by supporting, coaching and supervising them to build capacity and strengthen quality of interventions.
- Select and orient project staff/volunteers/partners for effective implementation
- Provide supportive and constructive feedback and conduct regular performance appraisals.

MINIMUM REQUIREMENTS
Qualifications:
- A Master’s degree in sociology, anthropology or community development, population studies or gender. Equivalent combination of relevant education and experience may be substituted as appropriate.
Experience:
- 8+ years of relevant experience on health projects providing service delivery and technical assistance on high-value, multi-partner and multi-year complex projects.
- 5+ years, experience providing technical leadership and supervising the implementation of Sexual and Reproductive Health interventions, specifically focused on GBV and FGM.
- Demonstrated experience leading GBV and FGM prevention and response activities in a healthcare setting is required. Experience working in Middle Shabelle and/or Bay regions in Somalia, is strongly preferred.
- Demonstrated experience working with Somalia’s state-level Ministry of Health (MoH).
- Experience leading and/or supporting capacity strengthening initiatives with local stakeholders and partners in relevant technical areas.
- Knowledge of the relevant legal frameworks in Somalia in the area of GBV is preferred
Skills and Competencies:
- Excellent knowledge of the guiding and ethical principles that govern work with survivors of GBV and FGM/C and good practices in the implementation of activities to prevent and address GBV and FGM/C.
- Demonstrated strategic thinking, creativity, acute problem solving, and analytical skills.
- Knowledge of foreign aid architecture, including humanitarian and development funding mechanisms.
- Strong interpersonal and communication skills, both oral and written.
- Strong familiarity with institutional donor’s rules and regulations (World Bank, USAID, FCDO, etc).
- Excellent command of Somali and strong ability to write reports;
- Fluency in written and spoken English required.
