    Introduction

    The project “Support to Free Movement of Persons and Migration in West Africa” aims to maximise the development potential of free movement of persons and migration in West Africa by supporting the effective implementation of the ECOWAS Free Movement Protocols and the ECOWAS Common Approach on Migration.

    The specific objectives of the action are to:

    (i) Strengthen the capacities of the ECOWAS Commission to lead an intra-regional dialogue on free movement and migration issues and act as a platform for policy development and harmonisation;

    (ii) Strengthen the capacities of national institutions in the areas of migration data management and policy development, border management, labour migration management and counter trafficking; and

    (iii) Promote the active engagement of Non-State Actors and Local Authorities in information and protection activities for the benefit of migrant and cross-border populations in West Africa.
    The Project is implemented by a Consortium of Partners, under the lead of the International Organization for Migration (IOM), in close coordination with the ECOWAS Commission. The International Centre for Migration Policy Development (ICMPD) and the International Labour Organization (ILO) are the two implementing partners.

    2. Reporting lines:

    The Technical Officer, Migration will work under the overall supervision of the Director of the ILO Country Office for Nigeria, Ghana, Liberia and Sierra Leone (CO-Abuja) and the direct supervision of the Project Manager. She/he will get technical backstopping from the Employment and Labour Migration Officer in CO-Abuja and other relevant labour migration specialists in Africa. S/he will work in close collaboration with the specialists of the ILO Decent Work Technical Support Team for West Africa (DWT/CO-Dakar).

    The incumbent will work in close collaboration and under the technical guidance of the labour migration specialists of the Labour Migration Branch (MIGRANT) in the Conditions of Work and Equality Department (WORKQUALITY) at headquarters and will also work in close collaboration and with technical guidance from field and HQ specialists in the fields of international labour standard, fundamental principles and rights at work, employment, statistics, social protection, ACTRAV (workers’ organizations) and ACT/EMP (employers’ organizations).

    Description of Duties

  • 1. Support the Project Manager in the day-to day implementation of ILO’s activities under the project, including administrative and financial coordination with the PMU, the ILO Country Office in Abuja, the ECOWAS, and other stakeholders.
    2. Review and analyse country specific development plans and priorities on labour migration and counter-trafficking issues and other relevant information and provide written analysis on the findings to the Project Manager.
    3. Assist the Project Manager in ensuring the effective implementation of the project activities through timely provision of technical inputs, preparation of briefs, background information, timely and efficient delivery of outputs.
    4. Contribute to the backstopping and monitoring of project activities and draft portions of periodic and ad-hoc reports on the status of programme planning and implementation.
    5. Provide programming and administrative support to the project; prepare budget estimates and expenditure forecasts.
    6. Participate in the preparation (planning, organisation, facilitation) of conferences, seminars, workshops, training sessions and meetings.
    7. Participate in policy dialogue and technical consultations and undertake mission to project sites.
    8. Establish and develop information systems covering ILO technical activities under the project and economic and social issues of relevance to the project, and establish coordination with concerned ILO departments and programmes.
    9. Update concerned ILO staff in CO-Abuja, DWT/CO-Dakar and headquarters about the implementation of project activities.
    10. Promote the inclusion of gender equality and non-discrimination in all aspects of the project

    Under the overall technical guidance of the Project Manager and the Office Director, the official will also be the ILO focal point on the human trafficking component of the “Support to free movement of persons and migration in West Africa” project and will undertake the following tasks:

    1. Assist the Project Manager in providing technical advice to ECOWAS and governments on the formulation and implementation of national policies, plans of action and programmes to prevent and combat human trafficking;
    2. Assist the Project Manager in guiding and supervising the work of the implementing agencies, provide advice in designing, monitoring, evaluation and reporting of human trafficking component activities and in ensuring effective co-ordination of ECOWAS/country/action programmes in order to deliver integrated and comprehensive interventions.
    3. Prepare presentations and represent the ILO in Human Trafficking meetings.
    4. Contribute to reports of the ECOWAS project in particular on the Human Trafficking element of the project.

    Perform other duties as may be assigned by the Project Manager.

    Required qualifications

    Education

    A first level university degree (Bachelor’s or equivalent) in economics, management, social science or a related field complemented with demonstrated expertise in international migration.

    An advanced university degree (Master’s or equivalent) in business administration, economics, political science or other relevant discipline would be an advantage.

    Experience

    Three years of relevant professional experience, including two years at the international level.

    Indicate any other required knowledge and experience in a specific field.

    Familiarity with ILO policies and procedures including experience working with officials of ministries of labour and/or education would be an advantage.

    Languages

    Fluent in written and spoken English. Good knowledge of French and/or Spanish would be an advantage.

    Conditions of employment

  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered.
