UNDP Georgia and UNDP Moldova together with UNDP’s Istanbul Regional Hub implement a 4 year project „Greening the Future, Advancing Rights and Stability: Spurring an Inclusive and Green Transition with Responsive Governance in the Eastern Neighbourhood Region” funded by Denmark, focused on the reduction of territorial disparities while facilitating inclusive local development and green transition in Poti and Khobi municipalities through advanced democratic local governance. The intended output of the Georgia related components of the project is an “Enhanced Democratic Local Governance for Inclusive and Sustainable Local Development in Two Areas in Georgia through Area-Based Approach”. The project will achieve the following sub-outputs: 1. Local development planning is improved through participatory and evidence-informed policy-making; 2. Communities have better access to more inclusive, innovative, and quality municipal services; 3. Communities are empowered to foster social cohesion and engage in sustainable local development; 4. Local capacities are advanced to foster green transition through the adoption of energy efficiency measures. Key activities will include assisting municipalities in designing and implementing area-based programs to advance partnerships with the private sector and address the needs of disadvantaged communities, improving data collection tools, citizen feedback mechanisms, municipal capacities to deliver people-centered services, strengthening capacities of civil society to advance green and just transition. The program will support local stakeholders to apply energy efficient and other sustainable practices, advance the green transition related skills development and labor market for vulnerable communities.

Under the overall guidance and direct supervision of the Economic Development Team Leader and the National Coordinator, in coordination with Istanbul Regional Hub, the Technical Lead on Green Transition, will support effective and timely delivery of the Georgia-related components of the Project, provide the project team with knowledge and solutions on green transition and ensure mainstreaming of green and just transition agenda in the program activities.  As part of the UNDP team the Technical Lead will work with multiple stakeholders to find the country specific solutions that lead to sustainable and inclusive development and to ensure no one is left behind - and we reach those furthest behind first. We seek individuals who can apply best practice to national and local contexts.

Duties and Responsibilities
The Technical Lead has the overall responsibility for achieving the project results (outputs) as defined in the approved project document and in the annual work plan through timely and quality implementation and monitoring. In addition, the Technical Lead will execute the duties and responsibilities outlined below:
Provide overall leadership and management for a successful, responsive, and timely implementation of the the green and just transition components of the GFP in Georgian municipalities; Draft policy analysis, research briefs, and advice in energy and green transition; Support data systems and policymaking on green recovery, just transition, community engagement, and support a green transition in the private sector; Oversee and ensure timely submission, quality and accuracy of the Project Narrative and Financial Reports for review and approval; Use innovative tools and approaches in implementing the project and in engaging with stakeholders; Contribute to the preparation of the annual work plan, prepare budgets and budget revisions where needed, and design procurement plans; Review on regular basis details, schedules, deliverables and budget as articulated in the project document (evidence of progress towards expected outputs, according to schedule, within budget) with the project team and update data tools accordingly; Bear overall responsibility for the quality, substance and timely delivery of project products and reports in adherence to corporate rules, regulations and procedures; Monitor the identified project risks and issues, submit new risks, issues and strategic implementation advice to the the National Coordinator for consideration and decision if required; update the status of project risks and issues by maintaining the logs; Regularly review the implementation of the related project activities in order to identify the strengths and weaknesses; utilize the data collected to increase the project efficiency; Oversee the monitoring and evaluation of the project in line with the overall M&E  framework; Establish and maintain excellent working relations and effective dialogue with relevant institutional and organizational partners; Lead identification of linkages among related UN systems and other active projects in Georgiao, maximizing the efficient and effective use of resources, streamlining mutual learning, reducing potential overlap and leveraging synergies; Pay special attention to the most vulnerable groups (e.g., minorities, women, youth, IDPs) as Georgia moves towards climate-resilient and a just transition; Prepare analytical reviews and systematically capture lessons learned from the project implementation; identify follow-up actions and submit them for consideration to the National Coordinator; Contribute to the preparations for wide dissemination and visibility of achievements of the joint project, and support awareness-raising on the topics tackled by the project as well as cross-cutting areas (gender, human rights, etc.); Build, motivate, and lead a high performing team consisting of project personnel, expert consultants, service providers, etc.; Undertake performance management for personnel under his/her supervision; Support continuous learning by the project team and ensure dissemination of information and knowledge management within the team for effective project implementation.

The Technical Lead has a direct impact on the implementation of the project and the achievement of results. Specifically, the results have an impact on the planning, implementation, and coordination of project activities in order to meet expected results, management of partnerships, and monitoring and reporting of results.

Institutional Arrangement

The Technical Lead will work under the direct supervision of the National Coordinator. The Technical Lead will coordinate the work of project consultants in the green and just transition field, participate in other project and knowledge sharing activities to ensure mainstreaming of green and just transition issues, and ensure qualitative implementation and monitoring of activities, and collaborate closely with partners, stakeholders and contractors.

Education:
Master’s degree (or equivalent) in social sciences, economics, development studies, climate, environment or other relevant fields is required. Bachelor`s degree with additional 2 years of experience will be given due consideration in lieu of Master`s degree. Experience: Up to 2 years (with Master’s degree) or  2 years (with Bachelor’s degree) of professional experience in project/programme management or managing staff and operational systems;

Languages:

Fluency in written and spoken Georgian and English is required.

Required skills:

Proven track record in research, policy analysis and writing reports; Proven track record in coordinating complex programs with a diverse range of partners; Previous experience in development assistance or related work for an international agency, donor organization, or NGO; Knowledge and practical experience in strategic planning, stakeholder cooperation, multi-partner coordination, project cycle design, management, and  implementation; Proficiency in the usage of computers and office software packages (MS Word, Excel, etc.).

Desired skills:
