FHI 360 is currently accepting expressions of interest from qualified candidates for a Technical Advisor – Organizational Development position on a USAID-funded program in Bangladesh. The Activity is entitled the Bangladesh America Maitree Activity (BAMA). BAMA will build the capacity of local organizations that implement development programs in key sectors that align with USAID’s strategy in Bangladesh. The activity will include a component to build the institutional capacity of the subrecipients. The activity will also focus on facilitating collaboration and network-building amongst local organizations so that development solutions reflect their own development goals and priorities. This will provide a platform for USAID to work with an array of organizations that are prepared and able to lead Bangladesh as it progresses on its development journey. The job offer is contingent upon USAID approval.

Overview:

The Technical Advisor - Organizational Development will oversee program implementation, ensure meaningful stakeholder participation, provide vision to the project and ensure that objectives are met on time and within budget. Reporting to the Chief of Party, this position will be based in Dhaka, with regular travel within Bangladesh.

Key Responsibilities:

  • Lead the implementation of capacity strengthening activities for Bangladeshi organizations in coordination with project leadership
  • Design and deliver capacity strengthening interventions including but not limited to training of trainers (TOT), training and workshops, mentoring, coaching, pause and reflect sessions, and organizational assessments
  • Participate in the baseline capacity assessments of local recipients using BRAC procedures
  • Maintain a system for organizing capacity building initiatives and efforts across all local recipients
  • Design and maintain a global capacity building schedule that includes tailored and broader efforts
  • Design and implement monitoring of capacity building plans including structured monitoring moments (ex: endlines)
  • Bring lessons learned, tools and successful approaches from other like interventions around the world
  • Provide technical assistance on design and delivery across all result areas to be aligned with and embody best practices in organizational development, capacity strengthening, and localization in coordination with project team members. This includes, but is not limited to:
  • Coordination with the project’s Gender Equality and Social Inclusion (GESI) team
  • Coordination with the project’s Monitoring, Evaluation, Accountability, and Learning (MEAL) team to use short and medium results to adapt the program as needed
  • Coordination with the project’s Grants Management team
  • Establish and maintain strategy for engagement with new and underutilized local partners in coordination with the project’s GESI team
  • Oversee team that has regular check-ins with subgrantees and consortium partners to enable adaptive management of BAMA
  • Other duties as assigned

    Minimum Requirements:

    • Bangladeshi nationality required
    • Advanced degree (Doctorate or Masters) in a relevant field such as organizational development, business, international development, non-profit management, etc.
    • 7+ years of experience with progressively increasing responsibilities and duties in programs focused on organizational development, grant management, performance improvement, and capacity strengthening for local organizations
    • Demonstrated experience in institutional strengthening in the Bangladeshi context
    • Proven experience managing operational components on large, complex donor-funded projects (with strong preference for past USAID-funded project management experience)
    • Exceptional leadership and communication skills to manage across teams in challenging contexts
    • Strong interpersonal skills to work cooperatively with teams, local counterparts, donors, and other stakeholders to achieve results
    • Fluency in Bangla and working written and oral proficiency in English are required
